Information Management/Information Technology Services (IMITS) is a service of the Provincial Health Services Authority (PHSA) which plans, manages, and evaluates specialty and province-wide health care services across BC. Licensing Lead

In accordance with the Mission, Vision, Values and strategic direction of PHSA, safety, including both patient and employee safety, is a priority and a responsibility shared by everyone at PHSA’s Agencies/Divisions/Services, and as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.

Reporting to the Director, the Licensing Lead is responsible for applying their understanding of business contracts, software license contracts, and software asset management to effectively deliver software management services. The Licensing Lead works with key stakeholders including Service Providers, IMITS technical teams, external technical teams and other Heath Authority stakeholders in the readiness, service planning and delivery of standard office productivity, business and specialty clinical applications inclusive of VCH, PHSA, and PHC (VPP) and Lower Mainland Consolidation (LMC).

The Licensing Lead’s job responsibilities include managing the software life cycle, optimizing license usage, cost reporting, software asset optimization, supporting vendor negotiations, and ensuring adherence to vendor licensing software agreement. In collaboration with internal and external business partners, the Licensing Lead ensures that VPP has the most efficient licensing model and the correct number of licenses to support business and clinical operations.


What you’ll do


  • Manage the full software license life cycle, from software acquisition to retirement.
  • Ensure software licenses are procured in a timely manner and are properly deployed throughout the enterprise.
  • Ensure efficient/optimal utilization of current software licenses to reduce software and labour costs including making strategic decisions and optimizing spending on software assets.
  • Monitor and plan to ensure software asset compliance with vendor contracts and ensure that the organization is prepared for software vendor audits (in the event of software license non-compliance, take steps to remediate the issue).
  • Manage service agreements and warranties for the organization’s software.
  • Support software security in the organization by ensuring that software used within the enterprise is up to date.
  • Develop and implement appropriate procedures to track and manage software assets using standard organization toolkit.
  • Engage Clients and maintain ongoing communication; provide issue resolution support; and manage Client and stakeholder expectations under VPP.
  • Collaborate with various IMITS teams, Service Providers and external resources to ensure holistic end-to-end delivery of workplace technology services to the client. conduct project and change management activities; developing and implementing plans; providing status reports; chairing team meetings; assisting with developing budget or monitoring expenditures ; recommending annual goals and objectives for the assigned resources.
  • Support the development and implementation of policies and standards related to software asset management. Develop clear policies and guidelines for software asset usage that are supported by the executive team and followed across the organization.
  • Participate in governance meetings, advisory groups, special task forums, and strategic planning sessions, providing independent strategic business and change management advice.


What you bring


  • A level of education, training and experience equivalent to a Bachelor’s degree in Business Administration or related discipline, and five (5) to (7) years of related experience working in a technology, legal, and finance environment in a large, complex, multi-site organization.
  • Prior experience in a supervisory capacity or lead role
  • Ability to read and comprehend licensing agreements
  • Strong knowledge in the industry licensing models and their application to compliance
  • Solid understanding of security processes for asset management
  • Working knowledge of office productivity, business and specialty clinical applications as well as software deployment tools and processes
  • Experience in supporting implementation of strategies and / or technology roadmaps
  • Estimating cost models and providing input into negotiation of software licensing
  • Ability to translate business needs to technical solution requirements
  • Ability to apply multiple technical solutions to business problems
  • Demonstrated initiative with the ability to drive towards goals and attain results
  • Adept at fostering a team environment, and leading initiatives and projects
  • Demonstrated experience in collaborating with diverse stakeholders, focusing on clients, and working in a cross-functional environment
  • Excellent demonstrated analytical and technical skills
