Reporting to the Senior Executive Director Operations, the Director, Operations, plans, directs and leads the operations and administration of BC Centre’s for Disease Control (BCCDC) Immunization Service (IMMS). The Service is responsible for the planning, implementation support, monitoring and evaluation of provincial immunization programs, promoting immunization, provincial immunization initiatives, and surveillance of vaccine preventable diseases and response to outbreaks. The Service helps advocate for immunization programs and also houses the vaccine warehouse and pharmacy which jointly maintain and distribute required pharmaceuticals for the communicable disease control and harm reduction programs.
In conjunction with the Medical Director, the position ensures that standards of care and quality are maintained, and promotes, coordinates, and ensures integration of program and service delivery throughout the province. This role oversees the work of the Service manager(s) and administrative / operations staff, has global Service budget accountability and is responsible for implementing strategic direction and other Service and program initiatives in the face of changing priorities.
What you’ll do
- Partner with the Service Medical Director and other key leaders to develop, implement, evaluate, and report on the operational plans and key directions for Service and programs, in response to emerging public health and population strategies and trends.
- Provide recommendation, direction, oversight and advancement on new program implementation and changes to existing programs and services, in alignment with ministry, PHSA, and BCCDC strategic plans and priorities. Assess risks and opportunities, prepare required documentation such as project charters, plans, reviews, and develop business cases as needed.
- Develop recommendations on service delivery, and, in consultation with Service Medical Director, advance new programs within the Service mandate. Oversee the Service portfolio’s finance and operations including developing the budgets for new initiatives, monitoring fiscal performance, planning and adjusting operations and/or staffing to meet performance targets, approving expenditures, and ensuring preparation of summaries for fiscal reporting.
- Provide guidance, coaching and direction to program managers, investigate and address work and staff issues. In consultation with the Senior Executive Director Operations and Human Resources, guide managers in addressing performance issues including investigating issues, responding to grievances, providing input to collective bargaining proposals, and attending union/management meetings. Participate in or lead program-wide initiatives as assigned, and contribute to the development of agency wide policies, processes and guidelines.
- Promote a culture of respect, and foster research and innovation, cultural safety and health equity, and trauma informed care within BCCDC in consultation with stakeholders.
What you bring
- A level of education, training, and experience equivalent to a Master’s Degree in Health or Business Administration, seven (7) to ten (10) years recent, related experience managing complex, multi-stakeholder healthcare programs in increasingly senior leadership positions with responsibility for the development, implementation and evaluation of service delivery within a public health or health care or related environment.
- Experience working in public health is desirable.

- Demonstrated ability to supervise and lead staff.
