This role with BCCDC Harm Reduction and Substance Use Services works closely with people with lived and living experience as peer experts and advisors. Experience with peer inclusion and engagement, anti-racism, Indigenous cultural safety and cultural humility is preferred.


What you’ll do

  • Make and present evidence-based recommendations to the BCCDC, BC health authorities, BC Ministries and provincial/territorial partners to develop, coordinate and implement effective Population & Public Health strategies. Complete evaluation reports and give presentations to senior leaders on selected projects/programs that assess the efficiency and effectiveness of initiatives in achieving stated goals including health outcomes and improvements in related processes. Represent PPH on internal and external committees as required.
  • Lead, conduct and/or coordinate the research and evaluation of program design and delivery of PPH initiatives, programs, and services. Provide subject matter expertise and guidance on best practices related to program evaluation, assessment, monitoring, study design, and research methodologies to Program Leaders, program staff and other partners and/or stakeholders.
  • Lead planning, research, evaluation, and outcome measurement of PPH services and initiatives. Work collaboratively with program Managers, Leads, and teams to assess, determine and/or define required information to satisfy specific business requirements. Develop and prepare research proposals and associated grant applications; interact with funding agencies to identify and secure grant funding. Work with existing and external data sources, as well as develops new collection processes.
  • Design a practical evaluation model that integrates monitoring, self-assessment, planning, and evaluation of program or services (process and outcome measures). Develop specific evaluation criteria, performance measures, and definitions, and generate evidence to conduct quantitative and qualitative analysis and to generate recommendations. Conduct and/or coordinate multiple evaluation projects including: literature review, design and utilization of evaluation methodology and tools; collect, compile, analyze, interpret and report data. Conduct and advise regarding complex statistical analyses. Assess effectiveness of current PPH programs, strategies and evaluation plans.
  • Serve as a consultant to PPH colleagues and work in collaboration with other members of the BCCDC service lines to make evidence-based recommendations regarding potential changes to programs and impacts on services and staff resources.


What you bring


  • A level of education, training, and experience equivalent to Master’s Degree in a health science, social science, or related discipline with coursework in research methodologies, statistical analysis and evaluative research, five (5) years experience in related research/evaluation/decision support in public health, community health programs, acute care, or other health services. Experience with or certification in Credentialed Evaluator (CE) with the Canadian Evaluation Society and/or Project management is considered an asset.


You will also have:


  • Demonstrated knowledge of health research methodology, principles and procedures.
  • Knowledge of performance outcome measurement tools and techniques and program evaluation, e.g., program logic models, impact analysis.
  • Ability to use advanced microcomputer software such as database (e.g., Access), or spreadsheets.
  • Ability to use quantitative and qualitative data analysis software.
  • Demonstrated ability to productively use spreadsheets, word processing, database, presentation and project management applications.
  • Awareness of and commitment to learning and understanding the Truth & Reconciliation Commission’s 94 Calls to Action (2015), In Plain Sight Report (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), and other related reports.
  • Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC (2015) and BC's Declaration on the Rights of Indigenous Peoples Act (2019).
  • As a strong asset for consideration, we are looking for our successful candidate to have: Knowledge of social, economic, political and historical realities impacting indigenous communities and familiarity with Indigenous Cultural Safety and anti-racism and accompanying reports (BC DRIPA, TRC, etc.).

Job Type: Regular, Full-Time

Salary Range: $80,935 - $116,344. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
