Reports to the Senior Director, Provincial System Planning and Access, the Lead, Provincial Clinical Initiatives – Acute Cardiovascular Care is responsible for leading and facilitating the development of standardized provincial acute care clinical protocols and facilitates the sharing of existing work across the provincial cardiac network. This role leads or assist with identified projects, proposed new initiatives, and contribute to all aspects of Cardiac Services BC (CSBC) strategic plans, including the development, integration, implementation and evaluation of clinical initiatives that support the provincial cardiac system of care.

The role is active in the development and implementation of best practices and policies to optimize healthcare system performance and clinical care provision at the provincial level. Provides ongoing leadership and advice to regional health authority partners, clinicians, and other stakeholders by participating in the development and implementation of provincial clinical care policy and standards.

In collaboration with the Senior Director, provides leadership within clinical programs and manages assigned projects through all phases. The Lead represents CSBC on local, provincial and national committees and liaises with partner organizations as required. Ensures strong inter-professional collaboration through the development of structures, clinical support processes and mechanisms that support positive patient outcomes throughout the province. The Lead will drive change by engaging organizational leaders in discussions to communicate shared beliefs, attitudes and intention to build knowledge of successful clinical policies and initiatives.

What you’ll do

  • Plans and support implementation of best practices, supporting quality of care delivery, prioritizing provincial clinical care-related activities and serving as a resource for best practice. Oversees provincial projects and initiatives undertaken by the program as an expert advisor and liaison for Health Authority partners across the province, covering the continuum of care for specialty populations.
  • Engages in consultation with professional disciplines at all levels of the organization and beyond the Health environment to ensure that planned practices are designed to support the maintenance of enhancement of clinical care delivery. Ensures strong inter-professional collaboration through the development of structures, clinical support processes and mechanisms that support positive patient outcomes throughout the province.
  • Leads initiatives related to CSBC priorities with a focus on supporting prioritized improvements as per the program strategic plan. Creates innovative solutions to complex provincial clinical care delivery issues.
  • Establishes and maintains strong relationships with key provincial stakeholders to determine needs, priorities and opportunities for provincial/inter-regional collaboration Leads provincial knowledge-translation related activities including implementation, evaluation and monitoring of best practices to support delivery of quality care across the province.
    Utilizes and models effective change management strategies to achieve systems level transformation. Provides leadership and management in the communication and availability of clinical policies and initiatives that support the provincial system.
  • Serves as a resource for Health Authority Cardiac Leads and liaises with stakeholders across the province. In collaboration with leadership, implements action plans, tools and key communication systems for engaging stakeholders about cardiac best practices. Establishes input/feedback mechanisms for stakeholders; evaluates and makes recommendations on best practices and system improvements.
  • Participates in the development of program related care systems at the community, regional and provincial levels. Assesses and evaluates the need for change relevant to clinical services and systems. Facilitates discussion with stakeholders to identify processes that work well and to identify opportunities for improvement.
  • Develops and oversees a transparent critical incident reporting process in partnership with the quality leads at acute care centers and supports multi-agency review processes and/or Section 51 reviews to identify system opportunities for improvement
  • Authors the acute care summary of a CSBC annual report – trends, successes, structure, and process changes that have been implemented to improve outcomes
  • Participates in PHSA/provincial clinical networks - identifying areas needing investment, shared priorities, shared reporting, including strategic partnerships to identify prevention strategies
  • Identifies opportunities for, and leads development of, the provincial standardization of acute care clinical protocols and facilitates the sharing of existing work across provincial network and ensures alignment between policies, guidelines, and standards at the local, regional and provincial levels.
  • Leads and manages operational working groups/initiatives for all procedural areas that are prioritized from population group processes.
  • Develops vision and approach for a cardiac community of practice.
  • Leads the development of provincial and local clinical acute care policy, supports site/regional implementation and oversees an evaluation strategy inclusive of structure/process/outcome measures.
  • Leads the annual Horizon Scan process & develops an annual report to inform system planning and resource allocation.
  • Works with internal and external partners to develop and nurture patient partnerships.
  • Performs other related duties as assigned.


What you bring


  • A level of education, training and experience equivalent to a master’s degree in Health Administration, Leadership, or relevant health discipline and a minimum of five (5) years of recent related experience in related clinical care including experience working with networks, coalitions and multi-partnered projects in a healthcare environment and including a minimum of three (3) years’ experience in a progressively responsible leadership role.

  • Participates as an effective member of an interdisciplinary care team who demonstrates leadership through teaching, dissemination of research, and mentoring as well as modelling problem solving skills across the provincial health care system.
  • Demonstrated ability to integrate and evaluate pertinent data to problem solve effectively.
  • Awareness of and commitment to learning and understanding the Truth & Reconciliation Commission’s 94 Calls to Action (2015), In Plain Sight Report (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), and Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls calls for justice, and how they intersect across the health care system.
  • Supports team members on their learning journey, ensuring education strategy for team/department to implement Indigenous Cultural Safety at a practical level.
  • Works collaboratively with appropriate Indigenous teams/departments to ensure ICS lens applied holistically.
  • Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC (2015) and BC's Declaration on the Rights of Indigenous Peoples Act (2019).

Job Type: Regular, Full-time
Salary Range:
$96,429 - $138,617 /year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
