The Lead, Provincial Clinical Initiatives and Innovation reports to the Provincial Director, Stroke Services BC(SSBC) and is responsible for leading and facilitating the development of practice and policy to drive improvements in patient care across the continuum. The Lead, leads or assists with identified projects, proposes new initiatives and contributes to all aspects of SSBC’s strategic plans, including the development, integration, implementation and evaluation of clinical initiatives that support the provincial stroke system of care. The Lead is active in the development and implementation of best practices and policies to optimize healthcare system performance and clinical care provision at the provincial level. Provides ongoing leadership and advice to regional health authority partners, clinicians, and other stakeholders by participating in the development and implementation of provincial clinical care policy and standards. Contributes to the development and monitoring of the program strategic plan. In collaboration with the Provincial Director, provides leadership within the clinical programs and manages assigned projects through all phases. The Lead represents the HIN on local, provincial and national committees and liaises with partner organizations as required. Ensures strong inter-professional collaboration through the development of structures, clinical support processes and mechanisms that support positive client outcomes throughout the province. The Lead will drive change by engaging organizational leaders in appropriate discussions to communicate shared beliefs, attitudes and intention to build knowledge of successful clinical policies and initiatives.


What you’ll do

  • Acts as an expert advisor and liaison for Health Authority partners across the province, covering the continuum of care for specialty populations. Plans and support implementation of best practices, supporting quality of care delivery, prioritizing provincial clinical care-related activities and serving as a resource for best practice. Oversees provincial projects and initiatives undertaken by the program
  • Leads initiatives related to SSBC priorities with a focus on supporting prioritized improvements as per the program strategic plan. Creates innovative solutions to complex provincial clinical care delivery issues.
  • Establishes and maintains strong relationships with key provincial stakeholders to determine needs, priorities and opportunities for provincial/inter-regional collaboration Leads provincial knowledge-translation related activities including implementation, evaluation and monitoring of best practices to support delivery of quality care across the province
  • Engages in consultation with professional disciplines at all levels of the organization and beyond the Health Authority to ensure that planned practices are designed to support the maintenance or enhancement of clinical care delivery. Ensures strong inter-professional collaboration through the development of structures, clinical support processes and mechanisms that support positive patient outcomes throughout the province.
  • Utilizes and models effective change management strategies to achieve systems level transformation. Provides leadership and management in the communication and availability of clinical policies and initiatives that support the provincial system.
  • In partnership with the Provincial Director and Medical Director, provides leadership in the development, review, revision and implementation of program-related clinical care policies guidelines and standards in association with quality improvement activities at the provincial level. Ensures alignment between policies, guidelines and standards at the local, regional and provincial levels.
  • Serves as a resource for Health Authority Stroke Leads and acts as a liaison with stakeholders across the province. In collaboration with the Provincial Director, implements action plans, tools and key communication systems for engaging stakeholders about stroke best practices. Establishes input/feedback mechanisms for stakeholders, evaluates and makes recommendations on practice and systems.
  • Active involvement in HIN any related SSBC research projects and the analysis and distribution of findings.
  • Active in the development of program related care systems at the community, regional and provincial levels. Assesses and evaluates the need for change relevant to st clinical services and systems. Facilitates discussion with stakeholders to identify processes that work well and to identify opportunities for improvement.

 

What you bring

Qualifications

  • A level of education, training and experience equivalent to a Master’s degree in Health Administration, Leadership, or relevant health discipline and a minimum of five (5) years of recent related experience in related clinical care. Experience working with networks, coalitions and multi-partnered projects in a healthcare environment including a minimum of three (3) years’ experience in a progressively responsible leadership role or an equivalent combination of education, training and experience.
  • Demonstrated ability to lead change, and to build and maintain effective relationships. Ability to manage time and resources, and implement activities to promote collaboration among relevant teams. Takes an evidence-based approach to communicate and support decisions and actions. Demonstrated ability to develop, implement and evaluate quality improvement initiatives. Understanding of established best practices. Ability to plan and implement progressive change, and achieve results within established timelines. Demonstrated analytic and critical thinking skills. Ability to solve problems, develop options and facilitate effective decision-making. Demonstrated excellence in communication skills both oral and written. Demonstrated history of positive collegial relations with colleagues in management, support staff, health authority-based providers, ambulance personnel, patients and families. Demonstrated knowledge and clinical experience in program related services. . Participates as an effective member of an interdisciplinary care team who demonstrates leadership through teaching, dissemination of research, and mentoring as well as modelling problem solving skills across the provincial health care system. Demonstrated ability to integrate and evaluate pertinent data to problem solve effectively.

  • Awareness of and commitment to learning and understanding the Truth & Reconciliation Commission’s 94 Calls to Action (2015), In Plain Sight Report (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), and Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls calls for justice, and how they intersect across the health care system.
  • Supports team members on their learning journey, ensuring education strategy for team/department to implement Indigenous Cultural Safety at a practical level.
  • Works collaboratively with appropriate Indigenous teams/departments to ensure ICS lens applied holistically.
  • Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC (2015) and BC's Declaration on the Rights of Indigenous Peoples Act (2019).
  • As a strong asset for consideration, we are looking for our successful candidate to have: Knowledge of social, economic, political and historical realities impacting indigenous communities and familiarity with Indigenous Cultural Safety and anti-racism and accompanying reports (BC DRIPA, TRC, etc.).

Job Type: Regular, Full-time
Salary Range:
$96,429 - $138,617 /year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
