Senior Business Analyst, BC Provincial Renal Agency (BCPRA)

Effectively support the tools we use for operational planning and performance, so we can provide “excellence in health, every time” to our patients.

In this role, you will:

  • Provide leadership and analytical support for the PROMIS application used for monitoring and reporting on operational planning and performance of clinical, operational and research programs across BCPRA and BC Transplant
  • Provide strategic support for all associated clinical and registry tools and applications such as PROMISLite, the PROMIS Patient Portal, and related clinical information systems
  • Lead the planning, analysis, design, and documentation of business requirements for application design and build, data design and build, standardization, reports, and interfaces
  • Understand agency and health authority workflows and programs and support operational and research program leaders in the development of reports related to Renal and Transplant care business / operational planning, data interpretation, and data integrity and data quality

As our successful candidate, you will:

  • Lead project analysis, acceptance criteria definition, development, testing, training, implementation, maintenance reviews and improvements
  • Facilitate the analysis, design, and documentation of information systems, BI reports, and interfaces to support operations and research, collaborating with PHSA Performance Measurement and Reporting and other project team members
  • Lead formal data collection and efficiency analysis
  • Support colleagues and users during the development, maintenance and operation of computer systems by troubleshooting software problems, testing alternatives, reviewing resolutions impacts, adjusting workload and assignments and participating in hiring, discipline and termination
  • Lead strategic planning support and perform feasibility studies and workload efficiency analyses, using formal data gathering techniques and analyzing, designing and implementing information systems
  • Develop cost projections based on operational and research data to support reports and service planning
  • Prepare Requests for Information / Proposal, develop evaluation processes and tools, and evaluate vendor responses with senior staff or manager and negotiate vendor contracts
  • Develop BI tools, direct data extraction and analysis to support service planning and performance monitoring. Provide specialized knowledge, analytical, and technical expertise in information management processes using data standards in relation to establishing quality reports and presentations
  • Support BCPRA Executives and Senior Program Leaders in health services planning and operational reporting requirements through data analytics, performance metrics and benchmarking

You have:

  • A level of education, training, and experience equivalent to a Master’s Degree in Business Administration, HIM, Computer Science or related discipline and
  • Five (5) years of experience in a health information management, clinical application design, health informatics, information management or data analytics role
  • Advanced critical-thinking and analytical skills with the ability to integrate broad system thinking/perspective with data to develop quality reports, operational plans and monitor on-going performances
  • Advanced written skills with a high degree of producing concise, structured and very well written documents and reports
  • An understanding of the Systems Development Life Cycle and project management methodology. Strong written and verbal communication skills including the ability to express complex ideas in simple terminology appropriate for the audience
  • Demonstrated ability to use database, spreadsheets, word-processing, PowerPoint and other software at advanced level
  • Knowledge and adherence to privacy and confidentiality policies and data protection measures
  • Ability to work as a multi-disciplinary team member, while working independently to organize workload, set priorities, and meet deadlines in a dynamic environment

Ability to use query-and report-writing tools is an asset.
