Senior Information Systems Internal Auditor

As per the current Public Health Order, full vaccination against COVID-19 is a condition of employment with PHSA as of October 26, 2021.


We are looking for strong Information Systems Internal Auditor to help support and enhance PHSA’s system of risk management, internal controls and governance.  You will be responsible for planning and executing audits, and recommending process and control improvements, discussing and following up on audit findings, and assisting with annual audit planning. The Senior Information Systems Internal Auditor, may also lead and/or participate in special reviews, projects and investigations as required.

Internal Audit is responsible for providing independent, objective assurance and advisory services designed to evaluate and improve the effectiveness of risk management, control, and corporate governance processes across the Provincial Health Services Authority (PHSA). Internal Audit is accountable to the Audit Committee of PHSA’s Board of Directors

What you'll do

  • Proactively develops, maintains and manages relationships with various internal contacts. Collaborates with management and business teams to improve overall governance, risk and control. Serves as an educational resource to management and provides consulting and advisory services on internal controls, risk matters, governance best practices and other issues that could affect PHSA’s effectiveness, accountability and vulnerability to risk.
  • Plans and manages the execution and reporting of internal audit engagements and projects within agreed budgets and timelines and in accordance with the International Standards for the Professional Practice of Internal Auditing (IIA Standards). Identifies and prioritizes operational, financial and performance risks, issues and control concerns; prioritizes findings based on various factors including their nature, extent and materiality. Develops and presents creative audit approaches and programs to address the issues
  • Develops action-oriented recommendations to improve risk management and internal controls. Prepares audit finding summaries, updates and comprehensive audit reports for discussion with auditees, the Manager, Information Systems Audit and the Executive Director, Internal Audit and presentation to management and the Audit Committee of the Board of Directors.
  • Identifies opportunities to optimize the internal IT audit process and implement improvements to existing approaches and audit methodologies, consistent with the IIA and ISACA Standards, other established frameworks and standards (e.g. COBIT, NIST, ISO 27000) and industry best practices. Contributes to the quality assurance activities of the department through methods such as meeting key performance indicators and participating in developing measures to enable performance monitoring and improvement

What you bring

  • Bachelor’s Degree in Information Technology or Business, as well as professional certification in IT/IS auditing - Certified Information Systems Auditor (CISA).
  • Other certifications such as CIA, CRISC, CISSP, CISM, ISO 27001 Auditor would be beneficial.
  • A minimum of 5 years’ relevant IT audit/assurance experience managing, supervising and/or executing audit assignments for large, complex entities. Public sector experience would be an asset, as would experience conducting IT and/or privacy audits in a clinical setting and/or workplace investigations in a unionized environment
  • Experience working as a Information system analyst / systems analyst, Security analyst, Security architect, Information security analyst and Technology analyst is a benefit
  • In-depth knowledge of IT control systems, infrastructures, processes, operations, risk management frameworks and best practices.
  • Strong technical understanding of various IT platforms and evolving technologies including cloud computing, data lakes, big data and agile development methodologies.
  • Experience with information systems internal control, risk management and governance frameworks, standards and principles, e.g. COBIT, ITIL, NIST, ISO, PCI DSS, COSO, etc.
  • Critical thinking skills and the ability to make sound judgments in a deadline-oriented environment.
  • Demonstrated ability to work independently, be self-motivated, highly organized and exercise professional judgment.
  • Strong verbal and written communication skills, ability to present information to a wide variety of end-users and ability to exercise initiative are required.
