Reporting to the Director, Strategic Clinical Planning Policy, the Strategic Lead, Genomics will guide the executive team of Provincial Laboratory Medicine Services (PLMS) and collaborate with external stakeholders (government and health sector) on the development and implementation of PLMS’s strategic plan in their specialty area of knowledge (discipline), such as Biochemistry, Microbiology, Genomics, Pre/Post Analytics, and Anatomical Pathology.


What you’ll do

 

Leadership

  • Collaborating with PLMS executive, facilitate the development of the discipline framework aligned with the PLMS overall strategic plan, service delivery plan, and performance agreements with the Ministry of Health and regional health authorities.
  • In conjunction with the Medical Discipline Leads, guide planning and assessment for projects with specific diagnostic and clinical questions.
  • Represent PLMS on discipline-related external and internal advisory committees and working groups.

 

Technical

  • Engage stakeholders and subject matter experts in the health authorities to define current state.
  • Facilitate and lead PLMS projects, working groups, and advisory committees to develop strategies for a range of initiatives, including quality improvement; defines the KPIs that fit into the emerging quality framework.
  • Provide expert input related to planning service delivery requirements; develop discipline plans to move province to future state within existing resources.
  • Maintain ongoing discipline-specific currency regarding technical, quality, and regulatory requirements and environments.
  • Develop organizational knowledge of the discipline within the PLMS.
  • Contribute technical discipline expertise and guidance to the PLMS Analytics and Finance teams, as well as the Test Review and Utilization Management Committees, and other advisory or working groups; ensures data collection, analysis, and test costing are relevant and accurate for the various strategic initiatives.
  • Develop relevant key performance indicators that enable the PLMS to monitor effective service delivery.
  • Identify and recommend stakeholder representatives for the discipline practice teams.
  • Facilitate the effectiveness of discipline/practice teams and recommend areas of continuous improvement.
  • Ensure programs are systematically focused on improving laboratory services and positive outcomes for patients.
  • Act as a provincial resource for the development and standardization of guidelines, best practices and/or recommendations, including researching and responding to questions regarding discipline practices.

 

Working Relationships

  • Work with internal and external stakeholders throughout the province including discipline medical leads and technical practice leads within hospitals/agencies, health authorities, private providers of laboratory service, and Ministry of Health representatives.
  • Advise PLMS Executives.
  • Work in conjunction with other jurisdictional health care organizations as needed, and national and international discipline-specific organizations.
  • Decision Making
  • Provide specialist advice and recommendations to the PLMS Executives for decision making during the development of the PLMS strategic plan.
  • Provide project recommendations and advice to ensure the technical data gathering and analysis provided to management is appropriate for determining the future of laboratory service delivery in BC.

What you bring

  • Bachelor of Science degree
  • 7-10 years of progressively senior experience in the practical application in a clinical environment; or an equivalent combination of education, training and experience leading to expert knowledge of the assigned discipline.
  • A valid BC driver’s license and access to a personal vehicle for business-related travel.

 

You have also demonstrated:

  • Leadership capabilities in the areas of leading self, engaging others, achieving results, developing coalitions, and system transformation.
  • Comprehensive knowledge of the discipline, including relevant standards of practice and new advances; recent related experience in the assigned laboratory disciplines.
  • Ability to communicate effectively, both verbally and in writing, with colleagues, medical personnel, and other health care groups, both one on one and in groups.
  • Ability to multitask and work under pressure in a constantly changing environment, while organizing and prioritizing competing demands.
  • Ability to manage change on both a local level and broader scale.
  • Ability to maintain appropriate confidentiality for initiatives as strategies are finalized and endorsed.
