Are you a systems analyst, looking to make a purpose-filled impact in health care? Does the prospect of supporting clinical application systems for multiple health care sites interest and inspire you?


The Provincial Health Services Authority (PHSA) is seeking multiple Systems Analysts to join our growing Information Management Information Technology Services (IMITS) team and provide services to Vancouver Coastal Health, Providence Health Care, and Provincial Health Services Authority and other lower mainland consolidated services (VPPL).


Reporting to our Team Leads or Managers, our Systems Analysts develop and maintain complex new and existing clinical application systems which impact several functional areas. You will provide technical advice to help translate business needs into requirement technical specifications. The Systems Analyst also ensures application troubleshooting, coordination of upgrades and enhancements, and creation and maintenance of documentation, including service level agreements and backup and disaster recovery plans. Supporting system development lifecycles, this is a critical role in evaluating software features and functions – and moving into testing, implementation and deployment.

What you’ll do:

  • Conduct feasibility studies for clinical applications:
    • Determine user and/or department requirements, audit current/future states, perform impact analyses, identify current issues, and recommend modifications.
  • Develop specifications for complex clinical application systems:
    • Gather user information and translate into technical system requirements, develop and document system operating procedures, design forms, prepare flow charts, detail hardware and software specifications, and prepare briefing notes and detailed implementation plans.
    • Utilize formal data gathering techniques and analysis tools such as flowcharts, diagrams, dashboards, roles and responsibility matrix (RACI), and work effort estimates.
  • Assist with design/build system activities, and perform modification and enhancement tasks using Visual Studio, Powerhouse, Oracle Developer, PowerBuilder, Crystal Reports, Microsoft Office applications, SQL and Service Desk Tools such as Service Now.
  • Measure and document system performance metrics, measure and project transaction volumes and response times, and liaise with vendors and users to analyze system performance and develop capacity plans for assigned clinical applications.
  • Support system upgrades and implementations by preparing domains, implementing changes, performing testing, data conversion and extraction routines, logging and remediating issues, evaluating error reports documenting final results, and go live planning and support.
  • Assemble, create and maintain information systems technical and operational documentation according to departmental standards.
  • Assist with preparation of Requests for Information/Proposal, development of evaluation processes and tools, and evaluation of vendor responses by serving on working groups, documenting detailed requirements, and coordinating project team and vendor communications.
  • Maintain strong working relationships with application/technical vendor; collaborate on patches and releases, and create detailed Service Requests documents. Review support calls, and suggest strategies to reduce call volume.
  • Participate in clinical application downtime procedures and downtime/disaster exercises. Assist with afterhours incidents and on-call shifts as per the team’s on call rotation.
  • Represent IMITS to various stakeholders and technical groups; document service level agreements.
  • Provide clinical application systems training to other IMITS staff for first level and technical support.
  • Attend team meetings and actively participate in continuous quality and process improvement activities by reviewing job workflow, reporting system issues and errors, and providing updates on issues and proposing solutions.


What you bring:

  • Graduation from a recognized diploma or degree program in Computer Science or Health Information Science, plus three years of recent related experience, or an equivalent combination of education, training, and experience.
  • Strong prioritization skills.
  • Communicates effectively verbally and in writing.
  • Collaborates well with others.
  • Ability to operate related equipment.
  • May be required to travel and/or participate in an on-call rotation.
