The Director, Cloud Technologies reports to the Executive Director of Cloud Services and is accountable for driving multiple aspects of designing, building, and sustaining the strategic cloud platforms and cloud service offerings for health authorities within British Columbia. The Director is a key role in the support of the Provincial Digital Health Cloud Centre of Excellence and Cloud Services. This individual provides strategic and tactical direction for cloud advisory, development, and operations to support clinical and business operations. This role works closely with peers and the leadership team across the health authorities within British Columbia.

The Director, Cloud Technologies is primarily responsible for overseeing the establishment, supervision, and sustainability of wide range of cloud services. This Director, Cloud Technology makes decisions amidst various competing factors, views, and requirements from multiple stakeholders. In addition, this position demands proactive engagement, strategic advice, awareness, and support, coupled with leadership of technical staff. Further, this individual is also responsible for developing and managing an operating budget, allocating and monitoring resources, and overseeing all Cloud Technology portfolio staff including leading, hiring, termination, and performance management. This role works closely with PDHIS peers and the leadership team.

The Director, Cloud Technologies is a problem-solving and transformative leader of change and brings technical knowledge of cloud-based services, cloud modernization, cloud governance, cloud assurance, and service management with proven standards of practice. They are responsible for educating and building support across leadership to achieve the operational goals and objectives for the consolidated organization. This role works closely with the Chief Information Officers and their teams across the regional health authorities and First Nation health authority.


What you’ll do

  • Oversees and provides leadership to enable a robust operational environment through standardized processes, industry best practice, rapid customer support, continuous quality improvement and innovative approaches and solutions to enable/support better patient care.
  • Provides strategic direction and guidance to drive stabilization the transformation, integration and innovation of cloud technologies and services across the health authorities within British Columbia, including close collaboration with Clinical and Business leaders, finance, HR and supply chain. Provides support for cloud adoption, as required by the relevant PDHIS or other health authorities.
  • Supports the PHSA cloud strategy and Cloud Centre of Excellence, aligned with the overall DHIS strategy, including deploying and running modernized cloud-based services. Negotiates and builds strategic alignment with external service providers, and with CIOs at other health organizations to support and sustain investments in people and technology. Provides support for and accelerates the transition of legacy solutions to cloud platforms, as required by the relevant PDHIS or health authority product/project teams.
  • Provides leadership and guidance in the establishment of provincial cloud standards of practices, polices, and procedures in alignment with legislative requirements, PHSA mandates, and leading practices. Provides education and mentorship to support adherence to these requirements.

  • Works as a leader within the PDHIS and a key member of the Cloud Services team to further the mission, vision and values of the organization and meet operational and strategic goals of PDHIS.
  • Works collaboratively and effectively engages leadership across the PDHIS, wider PHSA organization, health authorities, various internal and external stakeholder groups and partner organizations to achieve desired provincial technology services goals.
  • Provides leadership to staff by fostering an atmosphere, which promotes and encourages employees to realize their maximum potential and encourages growth. Oversees all aspects of human resource management within the Cloud Services portfolio. Conducts employee performance reviews and completes appraisals for assigned staff. Oversees recruitment of staff and supports labor relations issues such as discipline up to and including termination. Ensures that human resource plans within the technology operations portfolio address the recruitment and retention issues for the organization.
  • Oversees all aspects of human resource management within their team. Provides leadership and supervision including assessment of performance, financial management, and operations. Supports staff recruitment and maintains an organizational structure for the team that provides the highest level of quality service within budget parameters. Ensures maximum individual and team performance through acquiring, organizing, developing, coaching and motivating teams and promoting continual learning and excellence. Provides leadership to all staff by encouraging an atmosphere that stimulates, guides, and encourages the staff to realize their maximum potential.
  • Provides leadership and direction to adopt cloud technologies and further systems/technologies into PDHIS, as appropriate; to drive consolidation of key systems/technologies as appropriate; and to guide a wide array of technical resources through clarity of direction and intent.
  • Develops and supports implementation of cloud services, capability road mapping and advisory service that align to organizational goals and industry best practice. Provides strategic advice and direction to the PDHIS and wider cloud, infrastructure, and security services.
  • Leads the development and sustainment of a common model to manage cloud solutions and security compliance from procurement through the lifecycle.
  • Provides strategic contract management to the vendors that fall within the Cloud Services portfolio. Negotiates and builds strategic alignment with external service providers. Demonstrates strong vendor alliance management skills and provides commercial negotiation and management capabilities.
  • Develops annual budgets and monitors overall team expenditures in a prudent manner. Manages and is responsible for the effective and efficient utilization of the team budget to enable operational and strategic plans to be achieved at both the team and portfolio level. Oversees analysis of activities, costs, operations and forecast data to determine the teams progress toward stated financial goals and objectives.
  • Manages annual operating and capital budgets and monitors overall Cloud Services portfolio expenditures for the effective and efficient utilization of the portfolio budget.
  • Reviews analysis of activities, costs, operations and forecast data to determine the portfolio’s progress toward stated financial goals and objectives.
  • Effects strategic decisions involving major segments of the organization and health authorities (VCH/PHC, FH, ISLH, IH, NH, and FNH), including operational direction, strategic plans and outcomes for connected health services across the province. Leads and integrates the activities across each of these operational areas and health authorities in the face of conflicting requirements by boards where various operations and expectations must be balanced and managed.

What you bring

Qualifications

A level of education, training, and experience equivalent to a Bachelor’s degree in Computing Science, Information Management, Cybersecurity or a related discipline, plus a minimum of seven to ten (7-10) years of recent, related leadership experience in progressively more responsible technology management roles and complex infrastructure environments with a with a minimum of three (3) years leadership experience managing large cross-functional teams or an equivalent combination of education, training and experience.

Extensive knowledge of cloud computing and within a complex health care delivery organizations. Demonstrated record of effective leadership of large matrixed organizations or other public sector environments. Be results-oriented with highly developed leadership skills. Demonstrated ability to lead and deliver high-quality, cloud services. Expert knowledge of cloud services, current and emerging technologies, technology directions, Development, Security and Operations (DevSecOps), and strategic application to cloud and business needs. Demonstrated excellent communication skills, ability to lead peers and team members within the context of a complex IT and delivery organization. Demonstrated track record to interact with executives and be a key member of a management team. Demonstrated ability to provide strategic direction and to analyze and resolve problems, risks and threats resourcefully. Ensures effective utilization of financial resources and strives for efficiency and agility. Able to lead in times of fiscal restraint. Ability to manage expectations and establish boundaries. Drives innovative solutions. Ability to improve operational efficiency and service delivery effectiveness. Exceptional operations management skills, including the ability to effectively deploy resources and manage in a cross-functional environment. Demonstrates a willingness to question the status quo. Ability to supervise and lead effectively with all levels of staff. Ability to establish courses of action for self and others that are results oriented. Experience in working in collaboration with large vendors, managing external partnerships and vendor alliances. Commitment to the value of continuous learning. Demonstrated ability to problem-solve with a global perspective in order to incorporate the organization’s systems and strategies when developing viable solutions to problems.

Job Type: Regular, Full-Time

Salary Range: $137,035 - $196,988 /year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
