The purpose of the PHSA Alliance Office (AO) is to provide overall management and accountability for delivery of the Workplace Evolving Services and Technology (WEST) Agreement, focused on driving transformation of the Services and achieving Desired Outcomes.

PHSA and NTT have committed to work together through joint development and mutual agreement of a WEST Strategy meant to guide the nature of the business relationship and document the mutual primary objectives and aspirations. This commitment assists in establishing a collaborative relationship where all parties have a stake in the mutual outcomes and work together to achieve them.

The WEST relationship management structure enacts and supports joint policies, practices and governance structures that emphasize the importance of maintaining and enhancing collaborative working relationships, attitudes, and behaviours. The governance structure has horizontal or peer-to-peer alignment, ‘two in a box’, to support the partnership between BC Health Authorities and NTT to ensure ‘shared success’ of both parties.

Role Summary

In accordance with the Mission, Vision and Values, and strategic directions of PHSA safety, including both patient and employee safety, is a priority and a responsibility shared by everyone at PHSA’s Agencies, Divisions, Services, and as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.

The Senior Director, Planning and Delivery, reports to the Executive Director, Strategy and Portfolio Management, and has responsibility for day-to-day operations and portfolio management for the successful planning and delivery of the WEST Strategic plan and priorities within WEST Alliance Office. Role is responsible for interfacing with Health Authority (HA) clients and technical resources in order to deliver projects within health care across the province.

The Senior Director has overall accountability and responsibility for program and project planning, delivery, and governance, ensuring that projects / initiatives and day-to-day operations are delivered on budget and schedule within the agreed upon scope, and meet stakeholder satisfaction targets. In addition, the Director oversees development and delivery of materials, change management, financial, Business Intelligence (BI) / reporting, resource management and project management support and processes including defining, evaluating and refining policies and procedures in order to efficiently deliver enhanced / integrated cost-effective services.


What you’ll do

  • Provides leadership and oversight of the Planning and Delivery teams, related governance and day-to-day operations inclusive of: Governance, Program Management Office (PMO), Change Management, BI and Reporting, in order to drive operational and device delivery excellence, and to ensure alignment with the WEST Alliance Office and PHSA overall strategic, goals and operating plans.
  • Manages the portfolio delivery processes and assigns project resources to Program and/or Project Managers as required.
  • Manages the portfolio budget and costs; and is responsible for the hiring and resource management of permanent staff and contractors within / across teams accountable for.
  • Manages team availability / utilization to meet day-to-day operational requirements, WEST Strategy deliverables and readiness activities, as well as related governance, change and compliance requirements to maximize team utilization.
  • Leads / attends portfolio review meetings and prepares and presents regular specific initiative delivery presentations to clients and both HA and internal stakeholders. Chairs Governance committee meetings, program/project delivery review meetings and tracks progress against operational and/or project plans and identified metrics. Regularly monitors and reports on the status.
  • Acts as the escalation point within the Planning and Delivery portfolio and for Project team members, for any portfolio, program and/or project delivery issues that arise. Conducts dispute resolution as required.
  • Oversight of portfolio, program and project delivery, planning, and reporting, including those related to annual and/or project capital and operational budget(s).
  • Responsible for client relationship management across the portfolio, as well as various IMITS and HA stakeholder groups and partner organizations from project initiation stage to project close out as required.
  • Manages and ensures timely response to requests to support ongoing WEST program delivery and net new requests / upgrades. Has overall responsibility for the deliver day-to-day operations and/or project(s).
  • Manages the project delivery quality assurance process and performs quality assurance reviews of projects, including project charts, project plans, status reporting, financials, key deliverables, and project change requests.
  • Manages and drives continuous improvement of the Planning and Delivery portfolio, Services and project delivery.
  • Leads and participates in team planning sessions in order to align work objectives with departmental and corporate strategies. Support strategic planning activities.
  • Provides leadership and guidance to assigned staff, using effective management techniques (for example, coaching, mentoring, delegating, building teams and managing performance) to support the achievement of required outcomes and to ensure that staff members are achieving a level of performance that meets the highest standards within their areas of function. Fosters a positive working environment including seeking opportunities to reward and recognize team and individual contributions, listening to the team’s concerns and enabling decision making at the front line.
  • Evaluates individual and team performance in collaboration with appropriate stakeholders and peer staff, ensuring probationary and annual reviews are completed for assigned staff. Handles grievances and investigates work and staff issues, and initiates disciplinary action up to and including terminations.

What you bring

Qualifications

A level of education, training, and experience equivalent to a degree in Project Management, Computer Information Systems, Information Technology, or a related field, plus a minimum of ten (10) to twelve (12) years recent experience working in a large, complex organization, with a minimum of five (5) years’ experience leading Portfolio and/or Project Management Office / team, delivering a program of IT device related infrastructure projects, and interfacing with Director / Manager level stakeholders.

Excellent client interaction and service management skills. In-depth knowledge and extensive experience with portfolio and/or project management, in a fast paced, large, outsourced IT service delivery environment, with a high volume of active projects. Experience managing a large program, with a minimum annual total value of $20M, and a team of Managers, Leads and/or Project Managers. Excellent written and verbal communication skills, accompanied by proven presentation skills in a corporate environment. In-depth knowledge and experience preparing project change requests. Skilled at negotiating with various stakeholders both internal and external to PHSA. Customer focused with the ability to facilitate and encourage cooperation between diverse client, project delivery and operational groups and skillsets. Self-directed, highly motivated, results-oriented and able to motivate others. Demonstrated ability to lead teams and to promote teamwork both virtually and locally. Ability to work in a complex out-sourced / shared services / matrixed organization. Team player with well developed interpersonal and communication skills and proven experience managing and coaching teams for high performance. Demonstrated ability to build and maintain effective relationships. Critical thinking skills and proven ability to effectively manage human and financial resources. Sound judgment and decision making skills. Ability to work in an environment in transition and act as an agent of change. Proficient computer skills using MS Office.

  • Understanding of various reports including Truth & Reconciliation Commission’s 94 Calls to Action (2015), In Plain Sight Report (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), In Plain Sight, Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls calls for justice, and how they intersect across the health care system.
  • Models and supports full team commitment to Indigenous Cultural Safety and anti-racism.
  • Collaborates with peers to ensure ICS lens applied holistically through department as whole
  • Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC (2015) and BC's Declaration on the Rights of Indigenous Peoples Act (2019).

Job Type: Regular, Full-Time

Salary Range: $128,298 - $184,428 /year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
