In accordance with the Mission, Vision and Values, and strategic directions of PHSA safety, including both patient and employee safety, is a priority and a responsibility shared by everyone at PHSA. As such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.

Reporting to the Senior Director of Diversity, Equity and Inclusion (DEI), the consultant of Diversity, Inclusion & Equity (DEI) will be responsible for leading the implementation of PHSAs Diversity, Equity & Inclusion priority actions in support of delivering on our organizational commitment for a safe and diverse workforce reflective of the communities we serve, and sustaining a workplace culture that is inclusive, welcoming and supportive of diversity.

The Diversity, Inclusion & Equity Consultant will contribute to advancing, implementing and promoting organizational and local strategy through a range of equity, diversity and inclusion activities and programs. They are the key point of contact with programs/departments and leaders across the organization, partnering to educate, advise, guide and champion behaviours and to support and incorporate DEI into core organizational systems and practices, achieving improved results from both a patient/resident/client and staff perspective as well as organizationally.

As a change agent who inspires others, the Consultant plays the roles of catalyst, advisor, collaborator and educator, working with all PHSA departments, services and programs to develop partnerships, adopt new practices and inspire others. The Consultant will bring demonstrated experience in diversity, accessibility, inclusion and equity program creation, implementation and evaluation, drawing on their exceptional communications, change and project management, learning and development, and evaluation skills. The Consultant will actively support the alignment of diversity and inclusion practices and initiatives with the current and emerging needs of the organization, including ensuring that People and Culture department increase their awareness of unconscious bias and are well informed as they support leaders within the system. Establishing baseline metrics and KPIs for the program through collecting and analyzing data, the Consultant will measure progress and impact to help drive decisions and bring creativity and strategic thinking to identify new opportunities and approaches to address systematic bias and organizational barriers.


What you’ll do

  • Implements the Diversity, Inclusion and Equity priority actions by engaging with teams, stakeholders and leaders
  • Supports team members on their learning journey related to DEI, Indigenous Cultural Safety and anti-racism
  • Works collaboratively with appropriate Indigenous portfolio to ensure holistic application of culturally safe, equitable and anti-racism lens
  • Collaborates and engages internal and external partners through influence and relationship-building to ensure alignment between the Diversity, Inclusion and Equity priority actions and other related initiatives across the organization.
  • Conducts a workforce analysis to establish the baseline in order evaluate our progress in increasing the number of diverse health professionals delivering health care services, and in leadership roles.
  • Sources and/or develops DEI training and implements leading practices for recruitment, selection, interviewing and hiring processes.
  • Provides senior advisory services and consultation to leaders throughout PHSA utilizing strong communication skills and influence.
  • Identifies, creates and implements solutions and initiatives to address systemic bias and organizational barriers to create inclusive workplace

What you bring

Qualifications

  • A level of education, training, and experience equivalent to a Masters’ Degree in diversity studies, organization development, education, psychology, sociology, business administration, and/or health administration, supplemented with five (5) to seven (7) years’ experience in program and project management, change management, organization development, stakeholder engagement, training and development, and conducting program evaluations or an equivalent combination of education, training and experience. Lived experience with diversity, inclusion and equity considerations.
  • Fosters creativity, innovation, and systems thinking in strategic planning involving cultural shifts and large scale change initiatives. Outstanding listening, collaboration and team building skills that facilitate coordination and cooperation with the demonstrated ability to lead with both courage and humility. Ability to influence and operate in a matrix organization. Ability to be resilient, flexible and creative in approaching complex problems. Ability to assess interventions, measure effectiveness and design tools to evaluate success. Advanced skills in change management education and consultation. Advanced skills in coaching and mentoring. Displays comprehensive knowledge of project management principles and methodologies and ability to coach team members on these skills. Uses well developed leadership, customer relations and problem solving abilities to lead a variety of complex, diverse and integrated services and initiatives and to achieve desired results within critical timeframes. Demonstrated ability to develop and maintain strong relationships with key internal and external stakeholders including management and staff at all levels, government agencies, other health authorities, and external stakeholders and others as applicable. Demonstrated excellent communication skills, both verbally and in writing, with a variety of audiences internally and externally to the organization. Awareness of and commitment to learning and understanding the Truth & Reconciliation Commission’s 94 Calls to Action (2015), In Plain Site Report (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), and other related reports

  • Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC (2015) and BC's Declaration on the Rights of Indigenous Peoples Act (2019).
  • As a strong asset for consideration, we are looking for our successful candidate to have: Knowledge of social, economic, political and historical realities impacting indigenous communities and familiarity with Indigenous Cultural Safety and anti-racism and accompanying reports (BC DRIPA, TRC, etc.).

Job Type: Regular, Full-Time

Salary Range: $88,990 - $127,923 /year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
