Supporting the vision, values, purpose, and commitments of Provincial Health Services Authority (PHSA), including service delivery that is centered around patients and families:
Responsible for leading the operational implementation of strategic initiatives across PHSA to improve the experience of providing care, particularly focusing on the resiliency, wellness, and Psychological Health and Safety (PHS) of our workforce through implementation of the National Standard of Canada for Psychological Health and Safety in the Workplace. Provides consulting services to support the goals and objectives of senior leadership with interventions such as change initiatives, strategy planning facilitation, process re-design, team building, education and training, consulting and coaching, culture and respectful workplace development issues. This work is framed within PHSA to Indigenous cultural safety, anti-racism, and equity, diversity, and inclusion.
What you’ll do
- Leads and develops PHS projects and initiatives across PHSA by linking in with internal stakeholders such as senior executive and operational, program, professional, corporate, and support leaders to define project scope, develop project plans, implement project, and evaluate results.
- Leads the implementation of the National Standard of Canada for Psychological Health and Safety in the Workplace PHSA, including implementation of the PHS Management System. Submits annual performance report to the Board, senior executive, and the Ministry of Health.
- Acts as PHSA representative for PHS at federal, provincial, and regional meetings, committees and conferences, providing a local perspective on emerging issues and opportunities. Presents at conferences as appropriate.
- Provides consulting and support to clinical leaders and teams in the areas of PHS, workplace culture development, workforce resiliency and respectful workplace; keeps current of industry standards and best practice.
- Identify critical barriers and issues impacting the organization’s resiliency and vitality requiring executive input and/or support, and provide recommendations for addressing and resolving those barriers.
- Performs needs assessments, environmental scans and conducts research to identify viable projects and initiatives and presents recommendations as required. Prepares business cases and discussion papers for consideration.
- Provides leadership, design and facilitation support as required to large leadership forums, organizational committees, planning groups and operational/implementation groups related to PHS or organizational culture.
- Manages designated staff by hiring staff, setting priorities, establishing and monitoring performance expectations, managing workload to meet operational requirements, disciplines and initiates employee terminations as necessary.
- Prepares and manages budget to reflect the ongoing needs of the portfolio; manages annual contracting with external team members.
- Liaises and partners with appropriate internal teams in the delivery of internal leadership development programs for leaders and ensures consistent best practice standards.
- Initiates and develops recommendations to support organization-wide strategic initiatives and development towards a work environment consistent with the National Standard of Canada for Psychological Health and Safety in the Workplace.
- Other relevant duties and responsibilities as required.
What you bring
Qualifications
- Master's Degree in the Social Sciences, Organization Development, Leadership, Adult Learning, Behavioral Science, or other equivalent education and training in a related discipline.
- Seven to nine years' recent related experience in an intermediate to large organization
- Preference will be given to candidates with work experience in healthcare settings.
- Demonstrated knowledge of the historic and ongoing impacts of settler colonialism on Indigenous Peoples within social and health contexts. This includes significant understanding of Indigenous-specific mandates and a commitment to addressing and mitigating Indigenous-specific racism and discrimination. The role involves actively embedding Indigenous Cultural Safety and Humility into daily practices and fostering a diverse and inclusive team environment. Additionally, it requires practical expertise in engaging with diversity, promoting equity, and advancing inclusion (DEI) initiatives.
- Demonstrated knowledge and understanding of legislative obligations and provincial commitments within Psychological Health & Safety (PHS) contexts found in the foundational documents including Truth & Reconciliation Commission’s Calls to Action (2015), In Plain Sight (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls Calls for Justice (2019), the Declaration Act Action Plan and Remembering Keegan: A First Nations Case Study, Anti-Racism Data Act, BC Human Rights Code - and how they intersect across the health care system.

- Brings an understanding of the Indigenous specific racism and the broader systemic racism that exists in the colonial health care structure, and has demonstrated leadership in breaking down barriers and ensuring an environment of belonging and Indigenous Cultural Safety.
- Knowledge of social, economic, political and historical realities of settler colonialism on Indigenous Peoples and familiarity with addressing Indigenous-specific anti-racism, anti-racism and Indigenous Cultural Safety and foundational documents and legislative commitments (the Declaration Act, the Declaration Action Plan, TRC, IPS, Remembering Keegan, etc.).

- Demonstrated deep understanding of their personal learning journey related to Indigenous-specific racism and dismantling systems of oppression, as well as addressing racism more broadly. Able to articulate and share this journey to motivate and inspire others.
- Demonstrated knowledge of the social, economic, political realities of settler-colonialism and impacts on Indigenous peoples in social and health contexts as well as knowledge and understanding of, and commitment to upholding legislative obligations and provincial commitments in the foundational documents: Truth & Reconciliation Commission’s Calls to Action (2015), In Plain Sight (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls Calls for Justice (2019), the Declaration Act Action Plan, Remembering Keegan: A First Nations Case Study, and the Distinctions Based Approach.

Job Type: Regular Full-Time
Salary Range: $106,026-$152,413/year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
