The Senior Director, Professional Practice, Nursing for PHSA Corporate Services reports to the Executive Director, Professional Practice and Policy Office and is accountable for providing strategic, operational and educational leadership for nursing professional practice across PHSA programs and services in accordance with the Mission, Vision, Values and strategic directions of the organization. Working in collaboration with the professional practice departments within the PHSA programs and services, guides and directs the development of professional standards and practice, and facilitates collaboration and standardization of nursing professional practice across PHSA sites as appropriate. Provides leadership, strategic direction and mentoring in the planning, development, implementation and evaluation of orientation, professional practice standards, evidence informed clinical practice, education training and ongoing professional growth. Provides expert advice on nursing and professional practice issues, including resource planning and research, and input into professional development needs. Plays an integral part in defining the quality of care processes and creating quality practice environments in collaboration with the quality directors within the PHSA programs and services. Liaises, influences and consults with various stakeholders to develop, promote and advance interprofessional practice and education and to enhance the profile of nursing. Develops working partnerships with other Health Authorities, the Ministry of Health, colleges, universities, professional associations and regulatory bodies. Supervises staff, develops and manages operating budgets and represents PHSA nursing and professional practice regionally, provincially and nationally.


What you’ll do

  • Provides strategic, operational and education leadership for nursing practice. Develops networks to enhance knowledge sharing, monitors operational/professional practice trends, identifies opportunities that promote innovation and partnerships for improvement, and ensures consistent delivery of quality operational nursing practice throughout the organization. Develops a vision and strategies for education and research, encouraging and supporting a variety of educational activities, ensuring educational focus and approaches are consistent with current research findings.
  • Establishes interprofessional practice and education across PHSA as a model of care and service provision. Engages PHSA professional practice program and operational leadership, as well as physician leaders in establishing an interprofessional practice model. Leads and participates in the overall development, implementation, administration and evaluation of nursing practice operational and educational strategies across PHSA. Fosters collaboration amongst the program based professional practice departments and ensures consistency with standards of professional practice and evidence-based educational methodology.
  • Develops, plans, implements and evaluates professional clinical standards, policies, and procedures for nursing professional practice that align with PHSA program goals, and in collaboration with the PHSA program professional practice departments.
  • Reviews literature, monitors trends and practices and identifies opportunities to promote innovation and exploration of new initiatives and technology in professional practice. Directs the organization on trends/issues impacting programs and/or PHSA wide directions and goals.
  • Develops, recommends and implements, in collaboration with the Executive Director, Professional Practice and Policy Office, strategies for recruitment and retention of staff that support the goals of PHSA. Collaborations with Human Resources to achieve recommendations.
  • Identifies, leads, implements, and monitors quality improvement initiatives. Takes a leadership role in developing, implementing, and evaluating strategies that support patient-centred, safe, competent, and ethical practice by promoting evidence-based practice, including being a key champion for quality. Ensures appropriate communication of changes and updates.
  • Works collaboratively with provincial, clinical and regional leaders to establish and develop practice councils and committees, inter-disciplinary practice council and inter-disciplinary quality assurance and quality initiative frameworks, and professional practice linkages within the PHSA, regional Health Authorities, and community agencies.
  • Develops standards, policies, and procedures consistent with Professional Agencies, Colleges and Accreditation Standards, and ensures that those standards are met. Provides direction for optimized nursing services that comply with current legislation, professional standards, and organizational policies; ensures that effective systems and processes are in place to assess practice and credentials for nursing professionals in compliance with accreditation, professional standards and codes of ethics; and ensures that the Professional Practice portfolio meets all applicable standards.
  • Establishes an infrastructure conducive to education and innovation initiatives. Participates in specific interdisciplinary innovative development and/or research activities. Develops, implements, participates, and monitors academic agendas for the professional practice portfolio. Ensures the development and achievement of standards, quality indicators, and outcomes, and ensures that processes are in place to foster the professional opportunity within the program.
  • Collaborates and establishes partnerships with internal and external key stakeholders with regard to the planning, resource allocation, priority determination, and strategic direction for professional practice across the organization. Mobilizes and sustains collaborative partnerships and networks across PHSA professional practice departments.
  • Provides visionary leadership to staff through mentoring, modeling key behaviours and fostering an atmosphere to promote and encourage employees to realize their maximum potential and growth. Oversees human resource management of the portfolio including recruitment, development and retention, performance planning and appraisals, resolving conflicts, monitoring and evaluating performance. Participates in labour relations, initiates disciplinary action up to and including termination, and approves essential service levels as necessary.
  • Develops and manages operational budgets, monitors expenditures, performs variance analysis, and supports annual capital planning process within the context of operational demands and environmental and resource constraints and uses best utilization methods. Approves expenditures and prepares summaries for fiscal reporting. Liaises with representatives of Finance in addition to the Executive Director on budget matters.
  • Represents the nursing profession at key local, provincial, national, and international forums.
  • Participates in the development, implementation, and evaluation of systems and processes to foster sustainability of the nursing workforce.

What you bring

Qualifications

  • A level of education, training, and experience equivalent to a Master’s Degree in an applicable professional or related discipline and ten to fifteen (10-15) years of progressively increasing leadership responsibility in a complex health care or academic health sciences environment. Current practicing registration with the BC College of Nurses and Midwives (BCCNM).
  • Broad knowledge of professional practice, nursing and the skills required on various units and programs within tertiary level teaching hospitals, community based programs, ambulatory care settings and a patient and family centered model of care. Comprehensive knowledge of professional practice issues and future directions for professional practice at the provincial and national levels. Broad knowledge of interprofessional practice and education and models of care delivery across a variety of disciplines and settings. Broad knowledge of research processes and methodology.
  • Demonstrated ability to plan, organize, set and accomplish objectives and goals in a complex, fast-paced environment. Demonstrated leadership, communication, interpersonal, decision-making and problem solving skills. Demonstrated ability to supervise and mentor staff. Proven ability to build networks and develop mutually beneficial working relationships. Demonstrated ability to work within a matrix environment. Demonstrated ability to critically analyze industry and professional literature. Demonstrated ability to utilize creativity and innovation to develop corporate strategies. Demonstrated ability to develop quality assessment systems/tools. Demonstrated ability to work independently and in collaboration with others. Demonstrated knowledge of collective agreements, applicable legislation as well as principles of union/management relationships. Ability to develop and manage a budget, monitor expenditures, and perform variance analysis.

  • Understanding of various reports including Truth & Reconciliation Commission’s 94 Calls to Action (2015), In Plain Sight Report (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), In Plain Sight, Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls calls for justice, and how they intersect across the health care system.
  • Models and supports full team commitment to Indigenous Cultural Safety and anti-racism.
  • Collaborates with peers to ensure ICS lens applied holistically through department as whole
  • Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC (2015) and BC's Declaration on the Rights of Indigenous Peoples Act (2019).

Job Type: Regular, Full-Time

Salary Range: $128,298 - $184,428 /year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
