We are looking for passionate and experienced leaders to lead two portfolios: (1) system planning and evaluation and (2) provincial integrated care planning and delivery.

The Director, Strategy, Planning and Implementation provides leadership to and oversees multiple program areas. At the core of the responsibilities, this role will be required to work in collaboration with program medical directors and operational leaders in leading, developing, implementing, monitoring, and evaluating their designated program areas. In partnership with operations and the program medical directors, the Director will also develop provincial strategies and standards and be responsible to ensure the program areas are successful in implementing desired changes.


What you’ll do

  • Take a lead role in the strategic development of the program’s short and long-term priorities/direction; its annual objectives and development of a program performance management framework (including benchmarks and quality metrics), within the overall portfolio and strategic priorities of BC Cancer. In this role, the ability to work strategically with key provincial partners is essential.
  • Provide leadership and accountability for the planning, delivery and evaluation of patient care processes and services within the program areas and assist the program medical directors in both developing province wide clinical service standards and priorities, and in supporting regional leadership in their work to achieve and sustain these standards. 
  • Lead in the development of program operating and capital budgets and cost pressure and business case submissions related to the program areas. This work includes assisting the program medical directors in identifying service and budget priorities, determining the best allocation of resources and building implementation plans to support program development and improved service delivery.
  • This position is required to work closely with and facilitate the strategic guidance to provincial partners which includes, but is not limited to, Health Authorities, Ministry of Health (MoH), UBC Department of Medicine, other Provincial and National cancer agencies, committees and organizations.
  • This position provides sound decision-making and leadership collaboration with provincial and regional partners both internal and external to the PHSA in regards to the delivery of systemic therapy, primary care, CON, radiation therapy and oral oncology and will represent the program areas at various committees and meetings.
  • Decisions made by the Director have the potential to impact multiple organizations provincially. The Director exercises independent judgment in performing their duties to ensure the program initiatives are developed in accordance with the needs of the program areas, the regional cancer centres and regional health authorities. The Director will identify, consult and work towards consensus on how the program areas can best position themselves to meet these needs. 

What you bring

Qualifications

  • A level of education, training, and experience equivalent to a Master’s degree in a health related discipline
  • Ten (10) years’ experience working with policy makers, practitioners, researchers and senior administrators.
  • A broad knowledge of healthcare systems with demonstrated ability and experience in managing strategic planning, health system initiatives at the organizational, regional and provincial levels is required, including demonstrated leadership and management skills in a large diverse environment.
  • Recent experience in change management is an asset as is training or experience in project management. Experience in provincial health system planning with demonstrated success in improving patient, staff, provider and physician outcomes is a strong asset.

Skills & Knowledge

  • Strong conceptual, policy and analytical skills are required, including the ability to synthesize complex ideas and information.
  • Ability to creatively problem-solve with a global perspective in order to incorporate the organization’s systems and strategies when developing solutions.
  • Excellent communication skills including the ability to facilitate negotiate and persuade others, both internal and external to the organization.
  • Strong interpersonal skills, including demonstrated ability to work in a multidisciplinary environment; extensive knowledge and experience in policy analysis and formulation; ability to plan, organize, and complete large-scale projects including strategic planning. Ability to analyze complex issues and develop recommendations using facilitation and consensus building;  demonstrated ability to negotiate with internal and external parties to allocate staff time and budgets, and undertake collaborative initiatives.
  • Ability to supervise staff and manage budgets; strong oral and written communication skills required to prepare and present information to multiple audiences; and knowledge of the principles of communication and web-based technologies; and superior writing skills.
  • Understanding of various reports including Truth & Reconciliation Commission’s 94 Calls to Action (2015), In Plain Sight Report (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), In Plain Sight, Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls calls for justice, and how they intersect across the health care system.
  • Models and supports full team commitment to Indigenous Cultural Safety and anti-racism.
  • Collaborates with peers to ensure ICS lens applied holistically through department as whole
  • Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC (2015) and BC's Declaration on the Rights of Indigenous Peoples Act (2019).
  • As a strong asset for consideration, we are looking for our successful candidate to have: Knowledge of social, economic, political and historical realities impacting indigenous communities and familiarity with Indigenous Cultural Safety and anti-racism and accompanying reports (BC DRIPA, TRC, etc.).

Job Type: Regular Full-Time

Salary Range: $113,195 - $162,718 /year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan.

Location:Hybrid – There is an expectation to be on site one day per week at one of the provincial centres and travel to Vancouver as required.

Hours of Work: Monday-Friday; 0800-1600
