Clinical Informatics transforms health care by designing, implementing, and evaluating information and communication systems to improve patient care, enhance access to care, advance individual and population health outcomes, and strengthen the clinician-patient relationship.
The Clinical Informatics Analyst (CIA) reports to the Manager and identifies and articulates gaps between current and future state clinical business processes, and participates in ongoing reviews and revisions of clinical content within clinical applications to automate and enhance patient/client information, clinical documentation and to reflect best practice. To advance clinical and operational workflow and processes in order to achieve desired clinical transformation and improve clinical outcomes, the role supports all phases of the clinical information system design life cycle, including the development, implementation and optimization of the system.
The CIA carries out program evaluation and quality improvement for clinical information systems by gathering and analyzing utilization patterns, statistics, PSLS reports and change requests and applies their knowledge of how patients/clients, resources and information flow through the health system. The role provides orientation, guidance, and collegial information and/or demonstration to users and collaborates with Clinical Informatics Specialists (CISs), multi-disciplinary care teams, practice leaders, and other vested parties to achieve the successful delivery of clinical information systems.

Duties/Accountabilities:

1. Applies working level knowledge of clinical concepts, clinical workflow, clinical care processes, technologies and methods for workflow analysis and formal data-gathering techniques to document requirements to inform the design, system prototype and build, and implementation of clinical information systems and applications. Keeps abreast of developments in clinical information solutions and clinical informatics.
2. Identifies and articulates gaps between current and future state clinical workflow processes. Participates in ongoing reviews and revisions of clinical content within clinical applications to identify clinical and operational requirements.
3. Gathers and analyzes utilization patterns, statistics, PSLS reports and change requests to evaluate and identify quality improvement opportunities for clinical information systems.
4. Participates and supports enterprise and localized clinical and operational workflow process review sessions. Reviews and utilizes findings/data to identify and frame guiding questions, using audience-appropriate communication and language.
5. In collaboration with CISs and with input from leaders and end users, suggests new or redesign of processes/workflows based on system deficiencies and future state enhancements.
6. Supports the design, implementation and adoption of clinical program-specific workflows such as, perioperative, medical-surgical, ambulatory and solution functionality, based on knowledge and expertise. Supports CISs in conducting system design validation sessions and workshops with end users. Makes recommendations for improvements based on user feedback.
7. Assists users during the development, implementation and optimization phases by troubleshooting straightforward clinical system software problems and investigating alternative solutions, escalating as required. Provides end-user support during implementation and post go-live as assigned.
8. Assists clinicians, managers, physicians, clerical staff and others in identifying opportunities for improvement in information management by linking system users with vendors to improve access to information.
9. Provides orientation, guidance, and collegial information or demonstration of clinical information systems to end users, leaders and other vested parties to support design methods and processes, in collaboration with the CISs.
10. Contributes to business plan, project charter, and objective development. Informs and provides input and measureable timelines for assigned tasks. Executes assigned clinical deliverables within project plans, tracks and reports on implementation timelines, updates status reports, and identifies risks and/or concerns as required.
11. Engages with working groups/subject matter experts within Health Authorities, through work analysis, to complete assigned project tasks in a timely manner. Looks for improvement opportunities.
12. Supports tailoring enterprise strategies for localization at site level.
13. Logs incident tickets, analyzes information in the tickets for completeness and coordinates issue tracking and regular follow-ups.
14. Performs other duties as required.

Qualifications:

Education, Training and Experience
• Current practicing registration as a RN or RPN with the British Columbia College of Nurses & Midwives (BCCNM).
• Two (2) years’ recent related direct patient care/front line experience including one (1) year of experiencing using clinical information systems or an equivalent combination of education, training and experience.
• May require the use of a vehicle for which mileage is reimbursed in accordance with the current Collective Agreement.
• May be required to travel, work different shift hours and weekends/STATs in accordance with the current Collective Agreement.
Skills and Abilities
• Demonstrated ability to apply basic clinical concepts, clinical care processes, technologies and workflow methods for purposes of analysis, design, development, implementation and enhancements of clinical information systems and applications.
• Demonstrated understanding of health care delivery, from a patient to healthcare practitioner relationship, clinician-to-clinician relationship, and from health system operations perspective.
• Demonstrated understanding of how patients/clients, resources and information flow through the health system
• Demonstrated knowledge regarding clinical practice trends and information systems.
• Working knowledge of systems analysis and design techniques.
• Demonstrated knowledge of change management and project management practices, methodologies and principles.
• Demonstrated interpersonal, presentation, oral and written communication skills.
• Demonstrated strong organizational and time management skills.
• Demonstrated knowledge and practice in effective problem-solving techniques.
• Demonstrated ability to establish and maintain effective working relationships.
• Demonstrated ability to work independently or as part of a team.
• Physical ability to perform the duties of the position.
