About Supply Chain Management at PHSA
PHSA Supply Chain is the sole contracting agent and manages all contracts for BC health authority goods, supplies, equipment and services with the exception of clinical and construction contracts. Supply chain management processes over 925,000 orders with a value of over $2 billion annually in the form of 250 million products. They support 71 hospitals and care sites province-wide. Supply chain employs over 1,300 employees to support all six BC health authorities, with regional branch offices in each health authority and a local presence to support each health authority’s needs. Asset Management
Vancouver, BC
Reporting to the Manager, Asset Management, the primary focus of the role of Analyst, Capital Inventory is to maintain a complete and accurate inventory of the Provincial Health Services Authority (PHSA) capital assets and provide support to the PHSA capital budget process. This position is responsible for providing detailed listings and analysis of all assets in service for the PHSA. The Analyst, Capital Inventory is a key member of the Asset Management team and works closely with the Analyst, Capital Budget and Capital Budget Manager. In addition, the Analyst, Capital Inventory recommends improvement, efficiencies and standardization of business processes
Scope and Complexity
- The Analyst, Capital Inventory is accountable for maintaining all aspects of the PeopleSoft capital asset tracking system. Responsibilities include providing accurate information on existing assets, the stage of their useful lives and the expected replacement date. In addition, this role plays an integral part in the capital budget process. The Analyst, Capital Inventory provides assistance to other members of the Asset Management team, the Capital Planning team, Finance and other customers.
- Considerable judgment is used to determine the classification of assets as future planning decisions will be made from the reports. Poor judgment could result in errors in decision making, financial loss and embarrassment to the PHSA.
Communications
- The Analyst, Capital Inventory communicates with Business Analysts, Capital Planning and other Finance staff, department managers, Foundation staff and representatives in Purchasing and Biomedical Engineering.
- Communication usually involves providing advice, responding to inquiries on reporting issues or status of acquisitions, asset transfers and retirements, exchanging information, and resolving reporting or accounting issues.
- External communication involves contact with vendors, other health authorities and agencies to exchange information and with external auditors to provide information and documentation in response to queries relating to the capital inventory.
What you’ll do
- Maintains all aspects of the capital asset tracking system, including completion of month-end close, assisting in reconciling the system to the general ledger Initiating asset depreciation, reconciling the capital asset accrual account and implementing ongoing system enhancements. Records asset tags for equipment as required. Identifies and tracks unfunded assets.
- Downloads interfaces into asset management system on a weekly basis
- Reviews and confirms Bio-Medical in-service dates following inspection and instigates the depreciation process. Ensures that final milestone payments for capital additions are made based on appropriate departmental approvals.
- Supports the capital budget process by setting up budgeted assets in the asset management system
- Prepares year –end working papers, schedules and notes for the external auditors.
- Completes capital expenditure reporting requirements for Statistics Canada.
- Provides ongoing support to the asset management and capital planning departments, through one-on-one consultation, procedural advice and problem-solving.
- Participates in departmental meetings and recommends improvements, efficiencies and standardization of business processes and asset management reports.
- Works on special projects and performs other duties as assigned.
What you bring
Qualifications
- A level of education, training and experience equivalent to the 5th year of a recognized accounting program such as CA, CGA, or CMA with a minimum of three years recent accounting experience, preferably in a complex computerized healthcare accounting environment.
Skills & Knowledge
- Advanced knowledge of sophisticated on-line computer applications and personal-computer-based systems including spreadsheets and database management. A working knowledge of Generally Accepted Accounting Principles (GAAP) and the MIS Guidelines.
- Knowledge of PeopleSoft report development is an asset. Strong organization skills with the ability to prioritize workload, meet deadlines and work under pressure with minimum supervision. Customer focused and a team player with the ability to effectively communicate verbally and in writing with peers and other staff to an executive level.
- Physical ability to perform the duties of the job.
- Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC (2015) and BC's Declaration on the Rights of Indigenous Peoples Act (2019).
- As a strong asset for consideration, we are looking for our successful candidate to have: Knowledge of social, economic, political and historical realities of settler colonialism on Indigenous Peoples and familiarity with addressing Indigenous-specific anti-racism, anti-racism and Indigenous Cultural Safety and foundational documents and legislative commitments (The Declaration Act, the Declaration Action Plan, TRC, IPS, Remembering Keegan, etc.).

Job Type: Regular Full-Time
Salary Range: $62,239 - $89,469/year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part-time roles.
