Reporting to the Corporate Manager, Physician Compensation and Funding Analysis, the Corporate Accountant, Physician Compensation is responsible for the accounting of all revenues and expenses related to medical salaries and recoveries for the Provincial Health Services Authority (PHSA). Responsibilities include overseeing disbursement to physicians, ensuring that physician related revenue and expense information in the general ledger is complete and accurate, assisting with the preparation of physician budgets and period-end variance analyses, and overseeing the Medical Services Commission (MSC) claim and funding process, and reviewing statistical information to ensure compliance with the Management Information Systems (MIS) guidelines. Serves as the functional liaison regarding physician salaries, funding and recoveries for Physician Compensation and Planning, the University of British Columbia (UBC), MSC and internal departments. Assists with the preparation of the physician budgets.

Job Duties

Scope and Complexity

  • The Corporate Accountant, Physician Compensation administers all physician service and sessional contracts in relation to all PHSA physicians. Reports and analyses prepared by this role are relied upon by the Finance and Business Planning staff, department heads, and the group funding agencies.
  • Accuracy and completeness of information is critical to support decision making related to physician compensation across the PHSA. The Corporate Accountant, Physician Compensation exercises independent judgment and assumes responsibility for decisions, consequences and results having an impact on people, costs and/or quality of service. Poor judgment could result in inadequate program/physician funding, embarrassment to the PHSA, incorrect payments to physicians or their employers, and under-recovery of funding related to medical salaries.

Communications

  • The Corporate Accountant, Physician Compensation communicates with Finance Corporate Managers, Physician Compensation and Planning staff, Business Planning Analysts, Department Heads, and Clinical Managers to exchange information and to resolve issues related to funding and payment of medical salaries and sessional payments.
  • External communication includes contact with a variety of outside individuals and agencies including ministry officials, UBC Faculty of Medicine staff, and representatives from other health authorities to gather and exchange information.

What you’ll do 

  • Performs accounting duties related to the administration of the funding and compensation for PHSA physicians.
  • Monitors and reviews accounting and related system reports for accuracy and completeness, prepares and reviews budgets, revenue, and expense entries, invoices and other accounting documents related to physician compensation.
  • Develops and maintains the integrity of the physician database for control, analysis, planning and forecasting purposes, as well as tracking sources of funding to expenditures and related reconciliations.
  • Provides regular up-to-date information to Accounts Payable in support of disbursements to physicians.
  • Coordinates the preparation of regularly scheduled and special MSC billings and financial statements for physician funding sources. Monitors and reviews MSC funding allocation statement for accuracy and completeness.
  • Records physician compensation revenue and expense information to the general ledger.
  • Supports the preparation of physician budgets by researching and collecting budget information and preparing financial documents.
  • Reviews and analyzes accounting-period end reports and compares actuals versus budget, investigates variances and liaises with the Business Planning group and Finance staff to explain variances.
  • Receives and validates invoices from UBC relating to salary charges which are recovered from MSC.
  • Prepares, on an accounting-period basis, analyses of physician sessions and salaries claimed versus paid and actual claims, salaries, and FTE’s versus budget.
  • Reviews statistical period end information for completeness and accuracy. Files statistical reports to the Ministry of Health as necessary.
  • Prepares year-end schedules and working papers for external auditors.
  • Performs other related duties as assigned.

What you bring

Qualifications

  • A professional accounting designation (CA, CGA, or CMA), with a minimum of three years recent related experience post-qualification in a sophisticated, computerized environment.
  • Demonstrated knowledge of the historic and ongoing impacts of settler colonialism on Indigenous Peoples in social and health contexts, including supported by significant knowledge of Indigenous-specific mandates, including clear understanding of and commitment to eradicate Indigenous-specific racism and discrimination and embed Indigenous Cultural Safety and Humility. 
  • Demonstrate comprehensive knowledge of the historic and ongoing impacts of settler colonialism and systemic racism on Indigenous Peoples within social and health contexts. This includes understanding how these factors contribute to current health disparities and barriers to care. Show a clear commitment to identifying, challenging, and eradicating Indigenous-specific racism and all forms of discrimination impacting equity-deserving groups within health care settings. This involves familiarity and understanding Indigenous Cultural Safety and Humility recognizing personal biases, institutional barriers, engaging in anti-racism education and training and advocating for systemic change.
  • Demonstrated knowledge and understanding of legislative obligations and provincial commitments within Physician's Accounting - Finance contexts found in the foundational documents including Truth & Reconciliation Commission’s Calls to Action (2015), In Plain Sight (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls Calls for Justice (2019), the Declaration Act Action Plan and Remembering Keegan: A First Nations Case Study - BC Human Rights Code, BC Anti-racism Act and how they intersect across the health care system.

Core Competencies

  • Brings an understanding of the Indigenous specific racism and the broader systemic racism that exists in the colonial health care structure, and has demonstrated initiatives in breaking down barriers and ensuring a safe environment ensuring a sense of belonging to all and informed by Indigenous Cultural Safety.
  • Awareness of social, economic, political and historical realities of settler colonialism on Indigenous Peoples and familiarity with addressing Indigenous-specific anti-racism, anti-racism and Indigenous Cultural Safety and foundational documents and legislative commitments (the Declaration Act, the Declaration Action Plan, TRC, IPS, Remembering Keegan, etc.).

Skills & Knowledge

  • Advanced knowledge of sophisticated on-line computer applications and personal-computer-based systems including spreadsheets and database management.
  • Strong organization skills with the ability to prioritize workload, meet deadlines and work under pressures with minimal supervision.
  • Customer focused and a team player with the ability to communicate verbally and in writing with peers and other staff to an executive level.
  • Demonstrated analytical and problem solving skills.
  • Ability to deal effectively with all levels of staff. Physical ability to perform the duties of the job.
  • Demonstrates a commitment to beginning and/or continuing their personal learning journey related to Indigenous-specific racism and dismantling systems of oppression, as well as addressing racism more broadly. Shows willingness to articulate and share their learning experiences to contribute to a culture of motivation and inspiration among peers. 
  • Demonstrates foundational knowledge of the social, economic, and political realities of settler-colonialism and its impacts on Indigenous peoples and equity-deserving groups within social and health contexts. Understands the impact of social determinants of health-on-health outcomes. Shows a commitment to learning about and upholding legislative obligations and provincial commitments outlined in foundational documents such as the Truth & Reconciliation Commission’s Calls to Action (2015), In Plain Sight (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Reclaiming Power and Place: Missing and Murdered Indigenous Women & Girls Calls for Justice (2019), the Declaration Act Action Plan, Remembering Keegan: A First Nations Case Study, the BC Human Rights Code, Anti-Racism Data Act, and the Distinctions Based Approach.

Job Type: Temporary Full-Time (Casual)
Salary Range: $67,861.00- $97,550.00.The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
