Job Summary:
In accordance with the Mission, Vision and Values, and strategic directions of Provincial Health Services Authority patient safety is a priority and a responsibility shared by everyone at PHSA, and as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.
Reporting to the Senior Officer, Methodology & Analytics, the Data Analyst is responsible for coordinating renal data requests, performing data extraction and complex data transformations, preparing information reports and collaborative analyses, performing data quality checking and documentation from the BC Provincial Renal Agency (BCPRA) database. This includes regular data quality monitoring, preparing data for analysis, and generating regular and ad hoc reports for the Provincial Health Services Authority (PHSA), the Ministry of Health (MoH), and care providers in the Health Authorities within British Columbia. This position supports monitoring of renal initiatives and renal health service performance indicators for use in the planning, implementation and evaluation of renal care in the province. This position provides support to the Provincial Executive Director BCPRA Committee Leads and Project Managers as performing management of data, analysis and reports. The Data Analyst advises others within the organization of the potential impacts of the specific data requirements of Data Sharing Agreements (DSA) and Information Sharing Plan (ISP) being executed and anticipates questions in order to problem solve in the process of due diligence.
Duties/Accountabilities:
• Supports for internal and external renal data requests for planning and policy-making as well as research purposes by performing duties including: review of data fields requested, data extraction, data quality checking and cleaning, data manipulation and merging, and information summaries.
• Develops complex data extraction and transformation scripts, including data linkages, to prepare data for analysis. Performs analysis and prepares reports and other analytical products (e.g. dashboards, scorecards). Implements indicators for monitoring and regular reporting.
• Assists the Senior Officer, Methodology & Analytics and the Provincial Executive Director in the development of the DSA to ensure the security of shared records and patient privacy. Confirms with the Senior Officer, Methodology & Analytics, and/or the Provincial Executive Director that the release and sharing of data adheres to the DSA.
• Prepares a variety of materials including: confidential reports and correspondence, agreements, project outlines, , meeting minutes and agendas with guidance from Senior Officer, Methodology and Analytics. Assists the Senior Officer, Methodology & Analytics and the Provincial Executive Director to develop the Information Sharing Plan (ISP) and communicates with MoH or other data sources for data linkage. Links data sources from PHSA databases with other major health information systems such as the MoH hospital discharge database, Pharmanet, Medical Services Plan, and Vital Statistics. Takes measures to protect all data and information sources to comply with protection of confidentiality and privacy policies.
• Produces regular and ad hoc reports that monitor and benchmark cost, utilization and other quality and performance indicators for selected renal services in BC and communicates findings to PHSA staff and external stakeholders at the local, regional, provincial and national levels.
• Assists the development of a data quality and change management plan and related strategies to identify and implement prospective and concurrent methods to avoid, reduce and rectify data quality issues.
• Consults with BCPRA registry users and system developers regarding procedures to improve data quality of the BC Provincial Renal Agency registry. Generates regular data quality reports to enhance consistency of high quality data from renal units and hospitals. Actively involved in a formalized review process for compliance, including a formal review (audit) process.
• Provides support for the development and maintenance of data collection and recording systems such as databases, spreadsheets and web sites, including the design of standard and ad hoc reports. Writes computer code and data queries to extract, capture and edit data.
• Collaborates with appropriate personnel to develop and implement training and educational programs for analysts and developers working with BC Provincial Renal Agency data.
• Identifies learning needs that contribute to skill enhancement and career progression for self and fosters a working environment that stimulates learning and inquiry for the team. Takes responsibility for keeping up-to-date on new initiatives, developments and trends in renal health information sciences. Communicates information and makes recommendations to the Statisticians & Senior Statisticians for evaluation and approval.
Qualifications:
A level of education, training, and experience equivalent to a Bachelor’s degree in Statistics, Biostatistics or Health Informatics and one to three years of experience in health care organizations.
Demonstrated ability to perform database querying, advanced data manipulation, analysis and information presentation through using relational database and statistical software. Demonstrated ability to communicate effectively, both verbally and in writing. Demonstrated ability to use Microsoft operating systems, Excel, Access, Word. Demonstrated ability to use statistical software, such as SAS or R. Demonstrated analytical and problem-solving skills including the ability to comprehend complex issues, related data/information, and present information in concise meaningful ways. Demonstrated organization skills to generate work plans to handle multiple concurrent tasks, meet project deadlines within timeline, scope and budget. Physical ability to perform the duties of the job. Ability to understand and interpret data management concepts and processes and communicate complex ideas in simple terminology. Ability to develop complex and customized queries and reports. Ability to collaborate and work within a team while working independently.
