In accordance with the Mission, Vision, Values and strategic direction of PHSA safety, including both patient and employee safety, is a priority and a responsibility shared by everyone at PHSA’s Agencies/ Divisions/ Services, and as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.

The Director, Strategic Planning & Service Management reports to the Senior Director, Medical Affairs and Operations, C&W and works closely with senior leaders across C&W to develop service and program plans, identify and monitor performance indicators, develop policies and procedures and manage external contracts. Through strategic projects and activities, this role has significant influence on policy and process development related to medical program planning and utilization across C&W.


What you’ll do

  • Provides leadership in the development and monitoring of the agency’s service plan with the Ministry of Health, ensuring alignment with the Ministry’s strategic priorities.
  • In collaboration with the Senior Director, Medical Affairs and Operations and C&W executive leaders, will engage with medical programs to develop operational and strategic plans, annual goals, and objectives, which support the agency’s mandate and are aligned with PHSA and government priorities.
  • Provides leadership in the integration of administrative, clinical, and human resources information across C&W programs and fosters the creation and use of high quality, meaningful information for planning, service management, quality improvement and decision-making purposes.
  • Provides leadership for the identification and development of various metrics and key performance indicators for meeting both agency reporting needs and the performance reporting requirements of the PHSA and the PHSA Board, and external parties including the Ministry of Health, Ministry of Mental Health & Addiction, BC Patient Safety & Quality Council and Accreditation Canada. Oversees the routine production of these reports.
  • Works to build capacity into the information processes and systems for the agency. Oversees the creation of value added information from existing data and provides leadership in the identification of gaps in strategic information by developing business cases and participating in project teams created to address those gaps.
  • Oversees the delivery of performance improvement consulting and business support services to medical program leaders across C&W. The services delivered include organizing, synthesizing, and analyzing data on patient services, interpreting information, and participating in the development of recommendations for improvements.
  • Liaises with a range of stakeholders to support the development and implementation of C&W
  • policies and management of the C&W integrated service planning and evaluation policy framework. Leverages change management skills to enable best practices, policy improvement and systems integration. Key partnerships are with senior leaders throughout the agency, as well as policy leads across the PHSA.
  • Ensures negotiated financial and service arrangements are in line with organizational standards, practices, guidelines, and budgetary constraints. Maintains key partnerships with executive and senior leaders throughout the agency including PHSA Medical Affairs, Risk Management and PHSA Legal Counsel.
  • Develops and maintains systems to implement, monitor, and report on deliverables identified in contracts, and to ensure ongoing vendor compliance with terms and conditions.
  • Represents the agency at PHSA, regional, provincial, and national committees and working groups as appropriate.
  • Provides professional expertise, advice, and information to others throughout C&W through attendance at meetings and preparation of reports.

What you bring

Qualifications

  • A level of education, training and experience equivalent to a Master’s degree in Business Administration, Healthcare Administration, Leadership, or other relevant field plus seven (7) to ten (10) years relevant senior leadership experience in healthcare, quality improvement and/or organizational change.
  • Knowledge and expertise in quality management and performance improvement. Strong strategic thinking, systems approach, analytical, communication and interpersonal skills required. Superior analytical skills including the ability to comprehend, analyze, and resolve complex issues and present information in concise meaningful ways. Highly developed business writing and verbal communication skills. Ability to facilitate and encourage cooperation between diverse operational groups and skill sets, to work collaboratively to problem-solve and design and implement solutions, and strong negotiation skills to influence others, both internal and external to the organization at various levels. Ability to provide strategic direction and to analyze/resolve problems from a global perspective. Proven ability to effectively manage fiscal resources. Demonstrated ability to use database, spreadsheet and word processing software at an advanced level. Demonstrated ability to exercise tact, good judgment and initiative. Demonstrated ability to manage, mentor and engage staff.

  • Demonstrated knowledge and understanding of legislative obligations and provincial commitments found in the foundational documents - including Truth & Reconciliation Commission’s Calls to Action (2015), In Plain Sight (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls Calls for Justice (2019), the Declaration Act Action Plan and Remembering Keegan: A First Nations Case Study - and how they intersect across the health care system.
  • Models and supports full team commitment to Indigenous-specific anti-racism, anti-racism and Indigenous Cultural Safety including oversight and commitment to education strategy.
  • Collaborates with peers to ensure Indigenous-specific Anti-racism and ICSH are applied holistically through department as whole.
  • Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC (2015) and BC's Declaration on the Rights of Indigenous Peoples Act (2019).
  • As a strong asset for consideration, we are looking for our successful candidate to have: Knowledge of social, economic, political and historical realities of settler colonialism on Indigenous Peoples and familiarity with addressing Indigenous-specific anti-racism, anti-racism and Indigenous Cultural Safety and foundational documents and legislative commitments (The Declaration Act, the Declaration Action Plan, TRC, IPS, Remembering Keegan, etc.).

Job Type: Regular, Full-Time

Salary Range: $116,591 - $167,600 /year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
