The Manager, Data and Analytics is responsible for the provision of expertise and leadership in a diverse array of analytics functions including client consultation, data collection, data integration, data analysis, interpretation and visualization of data. This position provides supervision, leadership and direction to senior analytic team members and ensures that operational goals are achieved and mitigates and resolves issues as they arise. This position contributes to the development of analytic strategy for the unit and oversees implementation of unit activities to achieve strategic success. This position requires a high degree of knowledge of analytic data holdings and methodology and the ability to communicate effectively with a wide range of stakeholders both internal and external to PHSA. In addition this position employs project management expertise and methodologies as a means to ensure successful completion of project components and deliverables.

What you'll do

  • Provide supervision, leadership and guidance to team members of the data and analytics team by establishing team priorities and ensuring prompt and accurate completion of operational activities. Evaluates individual and team performance against targets. Identifies areas for improvement in team performance and implements strategies to improve.
  • Consult with BC Cancer programs as required. Identify and respond to customer needs for analytic products and services from across BC Cancer and external partner organizations. Mobilize team members to meet customer needs and assigns necessary resources as required.
  • Ensure accuracy, timeliness and availability of data and analytic products produced by the team for BC Cancer decision making. Apply expert analytic knowledge, from self or within team members, to BC Cancer needs to support evaluation, quality improvement, service planning, forecasting and research efforts.
  • Maintain department standards and procedures as required, including policies for ensuring appropriate access to and sharing of sensitive health data. Ensure team members work according to policy and identifies risks with current practices. Escalates issues to Director as required.
  • Develop, recommend and monitor departmental expenditures within an agreed budget. Implement remedial action where required and brings issues to the Director’s attention as needed.
  • Communicate analytical results and provides reports, presentations and summaries as needed to stakeholders and applicable external partners.
  • Support the identification of skill gaps within team and supports skill development in team members to ensure future team success.
  • Oversee and review methodologies, data availability and limitations, and makes recommendations on initiatives around data linkages and study or project designs. Acts as a methodological resource to their own, and other analytic teams, as well as the broader BC Cancer community.

What you bring

Qualifications:            

  • A level of education, training, and experience equivalent to a Masters Degree in Statistics, Data Science, Operations Research or similar field plus a minimum of eight (8) years recent related experience in analytics and/or the health information field in a large, complex organization including a minimum of three (3) years in a supervisory role.
  • Advanced knowledge of data analytic techniques with the ability to mentor team members on complex analytic problems. Strong knowledge of industry standard analytic and statistical software (e.g R, SAS), data visualization and BI tools (eg Tableau, PowerBI, Shiny), relational database tools (e.g. MySQL, SSiS) and other computing and data capture solutions.
  • Strong analytical, problem-solving and system analysis skills including the ability to comprehend complex issues and related data/information.
  • Demonstrate comprehensive knowledge of the historic and ongoing impacts of settler colonialism and systemic racism on Indigenous Peoples within social and health contexts. This includes understanding how these factors contribute to current health disparities and barriers to care. Show a clear commitment to identifying, challenging, and eradicating Indigenous-specific racism and all forms of discrimination impacting equity-deserving groups within healthcare settings. This involves recognizing personal biases, institutional barriers, engaging in anti-racism education and training and advocating for systemic change.
  • Knowledge and understanding of legislative obligations and provincial commitments within BC Cancer contexts found in the foundational documents including Truth & Reconciliation Commission’s Calls to Action (2015), In Plain Sight (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls Calls for Justice (2019), the Declaration Act Action Plan and Remembering Keegan: A First Nations Case Study, BC Human Rights Code, Anti-racism Data Act and   how they intersect across the health care system.

Core Competencies:

  • Brings an understanding of the Indigenous specific racism and the broader systemic racism that exists in the colonial health care structure and has demonstrated leadership in breaking down barriers and ensuring an environment of belonging. Embed Indigenous Cultural Safety and Humility into all aspects of work. This means creating an environment where Indigenous patients feel respected, valued, and understood. Foster trust through respectful communication, active listening, and honoring equity-deserving people's perspectives on health and wellness. Commit to ongoing education and training on Indigenous health issues, cultural safety, and DEI principles. Participate in workshops, cultural immersion experiences, and continuous professional development to stay informed and responsive to equity-deserving groups. Provide patient-centred care that respects Indigenous ways of knowing and healing, respects BIPOC experiences and world views ensuring that care plans are culturally relevant and holistic.
  • Knowledge of social, economic, political and historical realities of settler colonialism on Indigenous Peoples and familiarity with addressing Indigenous-specific anti-racism, anti-racism and Indigenous Cultural Safety and foundational documents and legislative commitments (The Declaration Act, the Declaration Action Plan, TRC, IPS, Remembering Keegan, etc.).

  • Ability to establish courses of action for self and others that are results oriented.
  • Project management experience with multi-faceted projects and stringent timelines.
  • Demonstrated deep understanding of their personal learning journey related to Indigenous-specific racism and dismantling systems of oppression, as well as addressing racism more broadly. Able to articulate and share this journey to motivate and inspire others.
  • Knowledge of the social, economic, political realities of settler-colonialism and impacts on Indigenous peoples in social and health contexts as well as knowledge and understanding of, and commitment to upholding legislative obligations and provincial commitments in the foundational documents: Truth & Reconciliation Commission’s Calls to Action (2015), In Plain Sight (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls Calls for Justice (2019), the Declaration Act Action Plan, Remembering Keegan: A First Nations Case Study, and the Distinctions Based Approach.

Job Type: Temporary, Full-Time (Until July 19, 2026)

Salary: $106,026 - $152,413 per year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
