Role Summary

In accordance with the Purpose, Vision, Values and Coast Salish Teachings, and strategic directions of PHSA, safety, including both patient and employee safety, is a priority and a responsibility shared by everyone at PHSA. As such, the requirement to continuously improve quality and safety is inherent in all aspects of this position. 

The BC Health Workday Program is a provincial initiative with seven participating BC health organizations (FHA, IHA, ISLH, NHA, PHC, PHSA and VCHA). The program began in 2023 to implement a Human Capital Management System (HCMS) software solution as part of the BC Health Human Resources Strategy to transform HR services. Designed by Workday Canada, the new provincial platform will replace existing HR and payroll systems in the health organizations with a single, unified technical system that will standardize and modernize HR and payroll services. It is a significant transformation in BC and is vital to the sustainability of BC’s health system.

Reporting to the Manager, Planning & Project Controls, The Project Controls Lead establishes, maintains, and advances the tools, processes, and reporting frameworks that provide accurate insight into program performance and enable effective oversight across the program lifecycle. The Project Controls Lead ensures governance discipline is applied in accordance with the program’s formal governance structure, supporting transparency, accountability, and evidence-based decision-making. The role plays a critical role in supporting the delivery of the BC Health Workday Program by ensuring that all aspects of project controls across the project management triangle; scope, schedule, and cost, are consistently managed and monitored  By partnering closely with program managers, business leads, and technical teams, the Project Controls Lead ensures alignment of deliverables, proactive risk management, and readiness for governance decision points.

Key Accountabilities 

  • Monitors and validates the integrated master schedule prepared by the Integrated Planner, ensuring dependencies, milestones, and critical path items are accurate and aligned with program baselines. Highlights variances and collaborates with managers and the Integrated Planner to recommend and track corrective actions.
  • Develops and applies performance measurement frameworks to monitor cost, scope, and schedule control, producing reports and dashboards that give program leadership and governance committees timely and actionable insights into performance and emerging risks.
  • Partners with finance and PMO colleagues to maintain robust budget and resource controls, tracking expenditures, funding allocations, and forecasts. Identifies risks of overruns or underspending and recommends mitigation strategies to maintain financial accountability.
  • Monitors risk and issue linkage to project controls, ensuring that identified risks and issues are tracked, prioritized, and managed within the program’s governance structure. Escalates concerns with clear, data-driven analysis to support resolution.
  • Provides reporting and analysis to support governance decision-making, ensuring all project control processes and outputs align with the official BC Health Workday Program governance structure. Equips committees with accurate, contextual information to evaluate trade-offs between cost, scope, and schedule.
  • Develops and enforces standardized project control practices across the program, refining tools, templates, and methodologies to embed lessons learned and strengthen governance discipline.
  • Builds collaborative relationships across program teams, Health Organizations, and vendor partners, and communicates project control findings clearly to both technical and non-technical stakeholders.
  • Provides mentorship and guidance to colleagues on project control and governance practices to build program-wide capacity and strengthen discipline in project management.
  • Ensures all project control documentation and reporting are audit-ready and meet provincial standards, supporting external assurance activities and reinforcing confidence in program governance and accountability.

Qualifications

  • A level of education, training, and experience equivalent to a Bachelor’s Degree in Business Administration, Project Management, Engineering, or a related discipline and a minimum of seven (7) years recent, related experience in project management, project controls, or PMO functions within large-scale, multi-partner program, preferably in healthcare, government, or technology transformation environments. Professional designations such as Project Management Professional (PMP), Certified Associate in Project Management (CAPM), or an equivalent certification are considered strong assets, along with specialized training in project controls, governance, or performance management.
  • Demonstrated expertise in managing project controls across cost, scope, and schedule, combined with hands-on experience in implementing control frameworks and reporting structures.
  • Strong analytical skills with the ability to interpret complex program data and translate it into actionable insights for governance decision-making. 
  • Ability to integrate planning, performance monitoring, and control mechanisms across multiple complex workstreams in a large, multi-organizational transformation
  • Familiarity with project management tools and methodologies, earned value management, and project assurance practices. 
  • Knowledge of governance models and frameworks used in large public-sector transformations.
  • Strong communication and partner engagement skills with the ability to provide clear analysis and recommendations to diverse audiences including senior executives, program teams, and Health Organizations.
  • Ability to build collaborative relationships and influence decision-making across organizational boundaries.
  • Proactive and disciplined approach to consistently applying project controls across the program.
  • Strong attention to detail to reinforce governance accountability and maintain accurate oversight.
  • Ability to anticipate risks early and implement mitigation strategies before issues escalate.
  • Demonstrated sound judgment, integrity, and leadership to inspire confidence in program performance and governance.

Wage:  
$88,990 to $127,923.
The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience and would be in alignment with the provincial compensation reference plan.
