Regional Director - Correction Health Services
Job Summary:
In accordance with the Mission, Vision and Values, and strategic directions of Provincial Health Services Authority (PHSA) patient safety is a priority and a responsibility shared by everyone at PHSA, and as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.
Reporting to the Provincial Executive Director, the Regional Director is accountable for the administration, including financial and business affairs, and leadership of the health services for designated provincial Correctional Centres, and is the provincial lead for a specialized high needs population across the Services. The Regional Director works toward consensus building with the other Regional Director and the Medical Director regarding resource allocation, priority setting, standards for professional practice and policy. In addition, the Regional Director works closely with the Provincial Executive Director, other Directors in BC Mental Health & Substance Use Services and PHSA to establish effective coordination and integration of services. The Regional Director also works collaboratively with the Regional Director and Managers of the Forensic Regional Clinics, and representatives of the other health authorities to ensure continuity of care and the reintegration of the patient (inmate) to the community.
Duties/Accountabilities:
• Oversees and provides leadership on systems and processes to support the development and management of annual operating and capital budgets required for the Corrections Health Services, including sponsoring the development of business cases. Oversees and provides leadership on systems and processes to support all aspects of contract tendering, negotiation, approval, implementation and ongoing monitoring. Sources funds from a limited number of established alternatives through multiple agency/organizational partnerships.
• Develops, implements and evaluates the Corrections Health Services Aboriginal, Women's and/or Older Adult Health Plan as per designated portfolio that is consistent with PHSA strategies and directions. Oversees and provides leadership across all sites with respect to programs and services for the assigned specialized high needs population.
• Provides human resource leadership and direction to staff in all aspects across various sites by developing an appropriate organizational model within an interprofessional context that supports professional practice leadership. Provides leadership and mentorship to Corrections Health Services Managers and staff through coaching and modeling key behaviours/strategies, encouraging dialogue and providing guidance to facilitate resolutions to human resource issues; provides personnel and labour relations support including hiring, annual performance reviews, termination, handling grievances and planning for essential services.
• Develops and maintains effective team work by assisting team members to define shared and individual goals, meet target dates and ensure alignment of team goals with organizational and client needs, and providing leadership on implementing caseload management systems specific to urban, rural and remote service needs. Supports integration of staffing with regional health authorities, Forensic Services and Provincial stakeholders.
• Sets service objectives, standards and quality assurance measurement criteria to attain performance agreement, PHSA and BCMHSUS targets and ensure services comply with accreditation standards. Develops systems and processes to support integrated service delivery for all clients and to support evidenced based, integrated service delivery for all patients through specific targeted programs. Directs staff by guiding the development, recommendation and implementation of new or changed policy.
• Establishes a comprehensive set of performance indicators and annual operating plans that outline strategic goals, strategies and budgets and leads the implementation of quality improvement/risk management systems and processes across the Corrections Health Services. Leads the introduction of process maps for major clinical services and clinical pathways to establish service delivery processes across the continuum of care and service. Evaluates the performance of the Health Services in the Correctional Centres and responds to changing needs.
• Adheres to and continually works to improve security protocols in collaboration with BC Corrections leadership to maintain the safety and security of inmates, staff, families and the general public at all times; and takes immediate action to mitigate risks, as well as reporting all real and potential risk issues to the Provincial Executive Director, Medical Director and site Warden/security personnel as appropriate in the circumstances.
• Liaises with Corporate Services and Provincial Stakeholder partners such as Ministry of Justice on policy matters relating to the Services.
Qualifications:
A level of education, training and experience equivalent to a Master’s Degree in a health related discipline plus a minimum of seven (7) to ten (10) years of progressive management and leadership experience at a senior level. Extensive experience working within primary care and/or mental health and substance use and criminal justice systems required.
Comprehensive multi-layered understanding of the clinical, operational and financial processes, information delivery systems and tools, and skills in staff training, information systems and data management. Ability to work independently in a strategic capacity. Demonstrated ability to work within a multi-disciplinary context including psychiatrists, psychologists, nurses, social workers and ancillary staff. Excellent communication skills including the ability to facilitate, negotiate, and persuade others. Excellent organizational skills including the ability to prioritize workload to meet deadlines. Demonstrated analytical and problem solving skills. Ability to deal effectively with all levels of staff. Ability to operate related equipment including various word processing software and spreadsheet programs.
