Reporting to the Executive Director, Strategic Operations & Medical Administration, Children’s and Women’s Health Centre of British Columbia (C&W), the Senior Director (SD), Medical Administration & Business Operations, provides senior operational oversight for the Medical Administration Office (MAO), and is a senior business partner for Medical Directors, Division Heads, and Clinical Program Leaders across the organization.
The C&W Medical Administration Office provides focused clinical administrative and operational oversight for physician, surgeons, dentists, nurse practitioners, midwives, and other associated Medical Staff. The SD is the senior operational leader of this office, leading a team with three distinct sub-units: (1) Resource Planning and Service Management, (2) Data & Analytics, and (3) Finance & Administration. Under the oversight of the C&W Senior Leadership Team and in close collaboration with the portfolio Executive, the incumbent will be accountable for the implementation, sustainment, and evaluation of the Office operating model. Duties will also include the implementation of operational initiatives and projects, managing pertinent issues to resolution, as well as financial and human resource planning, within context. Additionally, the SD will be responsible for operational aspects of medical staff workforce planning processes, annual funding cases to the Ministry of Health or other funding bodies, and will be responsible for ensuring compliance with required planning, evaluation, governance, and accountability requirements related to medical staff services and funding agreements.
As a key member of the C&W Leadership Team, the SD supports internal negotiations with Department/ Divisions/Services as well as externally with the Ministry of Health, The College of Physicians and Surgeons, HEABC and other external organizations on matters relating to physician resource planning, strategic initiatives, physician compensation and associated policy development. The SD operationalizes analytical projects, and partners broadly in generating recommendations to support decision-making with organizational and/or provincial implications; this includes influencing internal and external policy development, business cases, contract negotiations, resource allocation, and transformative projects across C&W campus.
What you’ll do
- Works as a senior administrative and business partner to clinical leaders in planning, decision-making, project management, and performance evaluation, within the context of medical staff operations at C&W.
- Leads the implementation of cohesive cross-organizational strategies that reflect the aims of PHSA, C&W and affiliated academic institutions related to children’s and women’s health; this includes supporting established partnerships with the government and health authority stakeholders to establish sustainable and multi-dimensional physician funding models, develop effective systems and processes for integrated physician service planning, and maintain effective governance and evaluation processes.
- Provides senior operational management for medical staff human resources budgets; acts as C&W partner to respective senior administrators in PHSA Business Planning, Medical Affairs, and Physician Compensation.
- Provides senior operational support in negotiations with Ministry of Health, The College of Physicians and Surgeons and other physician regulatory bodies; the Health Employers’ Association of BC and health delivery organizations for advantages in resources, rights, privileges and/or contractual obligations which are consistent with the standards for best practice and follow the vision of PHSA.
- Operationalizes business case and development initiatives for resources, programs, services and performs analyses to support capital and operational decision-making, including investment and disinvestment.
- Provides operational leadership to major projects driven by the Ministry of Health, PHSA or other key stakeholders; this may include responding to Government or Internal Audit recommendations, external review findings, or internally driven opportunities that promote innovation or the adoption of best practices
- Establishes strong working relationships internally with organizational leaders and units, vertically, with PHSA leaders and Senior Executive Team, and externally with the Ministry of Health, Health Authorities, and allied organizations involved in facets of child and youth health across the Province.
- Works in partnership with leaders across the organization to influence decision-making and processes that improve sustainability, reduce risks, and alleviate long-term liabilities for the organization.
- Maintains strong cooperative relationships with associated PHSA Corporate portfolios, including Human Resources (HR), Physician Compensation Office (PCO), Transformation Leadership Office (TLO), Patient Care Quality Office, (PCQO), and Data Analytics, Reporting and Evaluation (DARE).
- Oversees operational aspects of human resource management within the portfolio. Conducts employee performance reviews and completes appraisals for assigned staff. Acts as a mentor to staff and supports the development of management internships.

Qualifications
- A level of education, training, and experience equivalent to a graduate degree in a relevant discipline (e.g. Business Administration, Health Administration), supported by a minimum of ten (10) years’ of recent related senior operational management experience within a large complex regionally-focused organization with increasing leadership responsibility.
- Considerable creativity, problem-solving ability, and content/technical knowledge to manage, direct, and operate cross-organization initiatives with highly complex issues. Sound decision-making and proven leadership in challenging climates where consensus building is a key for success. Demonstrated ability to exercise independent judgment in reaching decisions when dealing with issues and diverse responsibilities.
- Competencies include: the ability to define, direct and strategically manage the portfolio of projects; in depth working knowledge of culture and transformational change methods and processes, as well as issues associated with such changes; ability to define and guide executive leadership towards a vision while maintaining group cohesiveness, motivation, commitment and effectiveness; mastery of the essence and subtleties of communication in order that exchanges are understood at all levels within a complex internal and external network; responsiveness to the needs of stakeholders supported by an acute awareness of the impact of action; critical-thinking and problem-solving skills with a global perspective; sensitivity to political and other issues and their impact on health care; establishing a results-oriented course of action for self and others.

- Demonstrated knowledge and understanding of legislative obligations and provincial commitments found in the foundational documents - including Truth & Reconciliation Commission’s Calls to Action (2015), In Plain Sight (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls Calls for Justice (2019), the Declaration Act Action Plan and Remembering Keegan: A First Nations Case Study - and how they intersect across the health care system.
- Models and supports full team commitment to Indigenous-specific anti-racism, anti-racism and Indigenous Cultural Safety including oversight and commitment to education strategy.
- Collaborates with peers to ensure Indigenous-specific Anti-racism and ICSH are applied holistically through department as whole.
- Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC (2015) and BC's Declaration on the Rights of Indigenous Peoples Act (2019).
- As a strong asset for consideration, we are looking for our successful candidate to have: Knowledge of social, economic, political and historical realities of settler colonialism on Indigenous Peoples and familiarity with addressing Indigenous-specific anti-racism, anti-racism and Indigenous Cultural Safety and foundational documents and legislative commitments (The Declaration Act, the Declaration Action Plan, TRC, IPS, Remembering Keegan, etc.).

Job Type: Regular, Full-Time
Salary Range: $128,298 - $184,428 /year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
