Reporting to the Executive Director, Medical Affairs Administration, the Specialist, Business and Operations is accountable for Medical Affairs Administration’s business planning and operations processes, including all obligations for medical staff within their portfolio.  The Specialist is responsible for the development of processes to support the successful execution of key operations related to the business responsibilities and deliverables of the various clinical service contracts with contractors and funding letters with regional health authorities. Additionally, the Specialist provides day to day direction, guidance, assignment of work, and input into the assessment of performance for analysts and support staff.

The Specialist participates as a member of the medical affairs administration’s leadership team and various health partner committees and/or working groups that support the strategic decision-making process of BC Cancer.  The Specialist oversees and supports the activities related to contract negotiations, contractor deliverables and invoicing, procurement, and business planning and process reviews.  This role is responsible for the interpretation of financial contractual obligations to assist with the development of annual business plans and budgets; and provides interim and year-end financial reporting for assigned programs or departments.  Other responsibilities include working collaboratively with cross-functional team members representing BC Cancer on business processes, problems and solutions. 

What you'll do

  • Assist with service delivery modeling, funding applications, project reviews, and business process improvements in collaboration with the Executive Director of BC Cancer Medical Affairs Administration by performing duties such as gathering, analyzing and summarizing information.
  • Work with the PHSA Corporate Finance team to jointly support BC Cancer business planning and the operations portfolio performing duties such as supporting the implementation of pay rate increases, budgeting and forecasting for items such as the BC Cancer Redevelopment/Cancer Plan.
  • Work with contract managers and finance representatives of Regional Health Authorities providing subject matter expertise for contract change requests.
  • Provide oversight for the development of annual and multi-year operating budgets and planning for assigned programs and/or departments including gathering, analyzing, and summarizing information.
  • Provide oversight for re-forecasting annual budgets for the Alternative Payments Program (APP) and Global Operating (GO) funds when there are material changes in funding and/or expenditures during the fiscal year.
  • Provide interim and year-end financial statements, analyzing deviations from plan and investigating causes. Prepare written variance analysis highlighting resource utilization, expenditure patterns, statistical and critical indicator data/information.
  • Oversee the assessment and review of terms, conditions and deliverables of the various clinical service agreements and funding letters and recommends process improvements. Provide approval to process payments. Ensure vendor account is current by reviewing statements for outstanding invoices and credits and expediting processing.
  • Responsible to jointly manage invoice dispute process with contractors and health authorities. Provide ongoing support to staff on the functionality of the systems utilized through training programs, systems or procedural advice, and specific problem resolution and troubleshooting.

What you bring

Qualifications:

  • A level of education, training, and experience equivalent to a Bachelor’s degree in Finance or Business with partial or full completion of a professional accounting designation such as CA, CGA or CMA, plus five (5) years’ recent related experience, including experience in program and business case research and development, preferably in a large, multi-site healthcare environment.

  • Strong computer and financial application skills including demonstrated ability to productively use spreadsheet, word processing, presentation and database applications.
  • Customer focused with ability to facilitate and encourage co-operation between diverse operational groups and skill sets.
  • Commitment to develop knowledge and understanding of legislative obligations and provincial commitments found in the foundational documents - including Truth & Reconciliation Commission’s Calls to Action (2015), In Plain Sight (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls Calls for Justice (2019), the Declaration Act Action Plan and Remembering Keegan: A First Nations Case Study - and how they intersect across the health care system
  • Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC (2015) and BC's Declaration on the Rights of Indigenous Peoples Act (2019).
  • Knowledge of social, economic, political and historical realities of settler colonialism on Indigenous Peoples and familiarity with addressing Indigenous-specific anti-racism, anti-racism and Indigenous Cultural Safety and foundational documents and legislative commitments (The Declaration Act, the Declaration Action Plan, TRC, IPS, Remembering Keegan, etc.).

Job Type: Regular, Full-Time

Salary Range: $88,990 - $127,923 per year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.

Location: 500 - 686 West Broadway, Vancouver, V5Z 1G1
