You’re also a creative problem solver, thoughtful communicator, and you have lived experience as an Indigenous person. Digital and virtual health are integral to achieving the transformation required for a more equitable, accessibly and safe healthcare system. Digital and virtual health products and services are empowering patients with increased choice and voice in their care. In this new role, you will be a leader in transforming organizational culture by supporting team members on their Indigenous Cultural Safety learning journey and embedding culturally safe practices into digital and virtual health products and services for patients.

What you’ll do
- The Specialist, Change Management will be an integral member of the new Culture & Engagement team within the Provincial Digital Health and Information Services (PDHIS) portfolio, part of the Provincial Health Services Authority’s (PHSA) corporate services area. This team will support teams across PDHIS to achieve the PHSA North Star Priorities, which includes, “eradicate Indigenous-specific racism and create an anti-racist, safe culture, free from discrimination.”
- The role of Specialist, Change Management also reports through a matrix to PHSA’s Indigenous Health, Cultural Safety & Transformation team, and with inspiration and support from this team, will work towards improving employee, patient and health care provider experience with a focus on Indigenous Cultural Safety (ICS) and the lens of Intersectionality. The long-term focus will be shaping and leading the ICS journey for PHSA employees within the services areas of information technology and information management.
- As this role and team get underway, initial focus will include:
- Partner with the Health Information Management (HIM) Registration Services leadership and hospital-based Indigenous Patient Navigators to improve the process for Indigenous Self-Identification at PHSA facilities
- Identify change requirements and lead implementation of new equitable patient engagement principles and design practices for product development teams across PDHIS
- Establish and support an ICS Community of Practice within PDHIS
- Develop a transformational learning plan for PDHIS in collaboration with the Indigenous Health ICS Learning team
What you bring
Qualifications
- A level of education, training and or lived experience equivalent to a master’s degree in a relevant discipline, such as Health or Business Administration, Leadership or Organizational Development
- 5-7 years of recent, related change management, organizational development and/or project management experience, preferably in a health care setting.
- Training and experience in change methodology/framework and/or change management certification are both considered assets.
- Demonstrated knowledge of the historic and ongoing impacts of settler colonialism on Indigenous Peoples in social and health contexts, including supported by significant knowledge of Indigenous-specific mandates, including clear understanding of and commitment to eradicate Indigenous-specific racism and discrimination and embed Indigenous Cultural Safety and Humility.
- Demonstrate comprehensive knowledge of the historic and ongoing impacts of settler colonialism and systemic racism on Indigenous Peoples within social and health contexts. This includes understanding how these factors contribute to current health disparities and barriers to care. Show a clear commitment to identifying, challenging, and eradicating Indigenous-specific racism and all forms of discrimination impacting equity-deserving groups within health care settings. This involves familiarity and understanding Indigenous Cultural Safety and Humility recognizing personal biases, institutional barriers, engaging in anti-racism education and training and advocating for systemic change.
- Demonstrated knowledge and understanding of legislative obligations and provincial commitments within PDHIS contexts found in the foundational documents including Truth & Reconciliation Commission’s Calls to Action (2015), In Plain Sight (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls Calls for Justice (2019), the Declaration Act Action Plan and Remembering Keegan: A First Nations Case Study - BC Human Rights Code, BC Anti-racism Act and how they intersect across the health care system.
- Brings an understanding of the Indigenous specific racism and the broader systemic racism that exists in the colonial health care structure, and has demonstrated initiatives in breaking down barriers and ensuring a safe environment ensuring a sense of belonging to all and informed by Indigenous Cultural Safety.
- Awareness of social, economic, political and historical realities of settler colonialism on Indigenous Peoples and familiarity with addressing Indigenous-specific anti-racism, anti-racism and Indigenous Cultural Safety and foundational documents and legislative commitments (the Declaration Act, the Declaration Action Plan, TRC, IPS, Remembering Keegan, etc.).
Skills & Knowledge
- Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC (2015) and BC's Declaration on the Rights of Indigenous Peoples Act (2019).
- As a strong asset for consideration, we are looking for our successful candidate to have: Knowledge of social, economic, political and historical realities of settler colonialism on Indigenous Peoples and familiarity with addressing Indigenous-specific anti-racism, anti-racism and Indigenous Cultural Safety and foundational documents and legislative commitments (The Declaration Act, the Declaration Action Plan, TRC, IPS, Remembering Keegan, etc.).
- Broad change management knowledge; demonstrated competency in applying change management principles, methodologies and best practices; and a solid understanding and empathy for how people go through a change and the change process.
- Demonstrated competency in the implementation activities and tactics of evidence-informed practice in areas such as transformation/change management, communications, employee and partner engagement, systems thinking, coaching, and learning and development.
- Excellent verbal and written communications skills; is an honest and respectful communicator who can clearly articulate messages to a variety of audiences including the ability to contextualize the required information.
- Ability to work effectively at all levels of the organization and influence/persuade others in moving towards a common goal; with ability to cultivate and maintain mutually beneficial working relationships.
- Sensitivity to political and other external environmental issues and their impact on health care; establishing a course of action for self and others that is results-oriented; and promoting compliance with standards and ethical and legal requirements.
- Fosters creativity and innovation in strategic planning involving transformative change including creating strategic change management plans.
- Demonstrated problem-solving and root cause identification skills to develop progressive, creative and innovative enterprise-wide solutions.
- Demonstrates a commitment to beginning and/or continuing their personal learning journey related to Indigenous-specific racism and dismantling systems of oppression, as well as addressing racism more broadly. Shows willingness to articulate and share their learning experiences to contribute to a culture of motivation and inspiration among peers.
- Demonstrates foundational knowledge of the social, economic, and political realities of settler-colonialism and its impacts on Indigenous peoples and equity-deserving groups within social and health contexts. Understands the impact of social determinants of health-on-health outcomes. Shows a commitment to learning about and upholding legislative obligations and provincial commitments outlined in foundational documents such as the Truth & Reconciliation Commission’s Calls to Action (2015), In Plain Sight (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Reclaiming Power and Place: Missing and Murdered Indigenous Women & Girls Calls for Justice (2019), the Declaration Act Action Plan, Remembering Keegan: A First Nations Case Study, the BC Human Rights Code, Anti-Racism Data Act, and the Distinctions Based Approach.

Job Type: Regular, Full-Time
Salary Range: $88,990 - $127,923 /year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
