Role Summary 

In accordance with the Mission, Vision and Values, and strategic directions of PHSA safety, including both patient and employee safety, is a priority and a responsibility shared by everyone at PHSA’s Agencies/Divisions/Services, and as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position. 

The Senior Developer (SD) reports to the Manager or designate and is responsible for providing leadership and direction on the support and development of new and existing systems within Information Management Information Technology Services (IMITS) that provides services to Provincial Health Services Authority (PHSA), Vancouver Coastal Health and Providence Health Care.  Applying a broad range of information technology experience and knowledge, the SD supports a variety of projects that range from building/supporting IMITS systems/solutions to evaluating products for their technical and architectural fit within the application environment.  


What you’ll do

  • Engages in hands-on development, including coding, debugging, and optimizing critical features. Leads the continuous improvement of codebases and system architectures, ensuring compliance with industry standards.
  • Conducts research, technical analysis, and develops recommendations on design patterns, technologies, and solutions. Oversees QA and UAT processes to validate designs.
  • Provides system administration and troubleshooting for web applications, client-server systems, cloud-based solutions, and databases.
  • Manages and implements updates, focusing on performance, security, scalability, and stability, particularly in SQL Server and NoSQL databases like DynamoDB.
  • Leads the design and implementation of backup, recovery, and disaster recovery strategies for both on-premises and cloud environments.
  • Develops and maintains SDLC processes, incorporating CI/CD and DevOps practices to ensure effective development and deployment workflows.
  • Recommends tools and procedures for capacity management, trend analysis, and issue management.
  • Participates in projects focused on evaluating and implementing improvements to cloud and application environments. Prepares technical reports, conducts stakeholder briefings, and participates in vendor negotiations.
  • Supports work planning, code reviews, and technology adoption.

Required Skills:

-        Proficiency in JavaScript/TypeScript

-        Familiarity with building and maintaining distributed systems in the cloud (AWS)

-        Experience in developing and integrating RESTful APIs.

-        Knowledge of AWS DynamoDB for NoSQL database solutions.

-        Experience with AWS API Gateway for managing and securing APIs.

-        Experience using AWS Cloud Development Kit (CDK) for infrastructure as code.

-        Experience with AWS Lambda for serverless application development.

-        Hands-on experience with React for developing Single Page Applications (SPA).

-        Proficiency in using HTML and CSS in responsive web applications.

Desired Skills

-        Experience in writing and maintaining C# code

-        Proficiency in .NET development

-        Solid experience in working with SQL Server, including writing and optimizing queries, stored procedures, and database management.

-        Proficiency in using Microsoft Visual Studio 2022 for application development.

-        Experience in developing and maintaining reports using SQL Server Reporting Services (SSRS).

-        Knowledge of SQL Server Integration Services (SSIS) for data integration and ETL processes.

-        Understanding of separation of concerns principles in software development.

-        Experience developing systems using at least one of the modern cloud architecture patterns (Microservices, Serverless, Layered Architecture, Event-based Architecture or CQRS),

Qualifications

  • A level of education, training and experience equivalent to a Bachelor’s degree in Information Systems, Computer Science or a related discipline.
  • At least five years’ recent related experience in architecture planning, design, development, and delivery of highly available enterprise applications.
  • Experience coding and designing solutions using Microsoft stack.
  • Extensive knowledge of application architecture practices and procedures, understanding of the concepts of reuse around applications and SOA services when to apply
  • The ability to collaborate and communicate effectively with projects managers, architects and developers.
  • Proven hands-on experience with MS SQL, web frontend development frameworks, JSON/XML, .NET framework.
  • Broad understanding of change control practices including ITIL
  • Ability to analyze operational problems and recommend innovative solutions.
  • Demonstrated time management skills.
  • A Proven ability to execute projects with stringent budgets and timelines.
  • Demonstrated organizational, analytical, and decision making skills.
  • The ability to participate in a 24x7 on-call rotation if required.

Job Type: Temporary, Full-Time
Salary Range: $$74,618 - $107,264 /year.
The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
