Job Summary: In accordance with the Purpose, Vision, Values and Coast Salish Teachings, and strategic direction of PHSA, safety, including both patient and employee safety, is a priority and a responsibility shared by everyone at PHSA. As such, the requirement to continuously improve quality and safety is inherent in all aspects of this position. The Geographic Information Systems (GIS) Data Analyst conducts complex data analyses as well as complex geographic analyses. This includes performance and volumetric reporting using BCEHS Computer Aided Dispatch (CAD) data including event and response volumes, response time performance. This position is also responsible for performing GIS mapping and advanced spatial analysis as well as drive time analyses using (CAD) and automatic vehicle location (AVL) data. The Data Analyst produces high quality reports and dashboards as well as, maps for BCEHS to visualize geographic boundaries, volumetric and performance. Duties/Accountabilities: 1. Consults with interdisciplinary partners and clients on priorities, improvements, and requirements related to data sets, data standards, processes and products which may impact business needs; gather feedback, explain requirements, and resolve issues. 2. Works with other government agencies and data including geo-spatial data providers, industry, clients, and partners to ensure the provision of technical products that meet the needs of clients and users. 3. Provides expert advice and guidance to technical and non-technical staff, internal and external agencies, and clients on applied analytical and modelling methods, technologies, techniques, information and data management standards, data application and interpretation. 4. Performs complex statistical and spatial analysis projects for strategic and operational decision makers. 5. Maintains awareness of and/or research emerging issues, technologies and approaches related to data analysis and spatial analysis methodologies and applications. 6. Develops and/or delivers training for clients and staff on Business Intelligence reporting platforms, geo-technical, GIS and web-mapping products, methods, and standards. 7. Attends multi-partner, intra-ministry committees and working groups on geographical information systems. Develops specifications for reports and data extracts which impact several functional areas throughout the BCEHS/PHSA by performing duties such as conducting systems analysis to gather detailed information from user departments, developing and documenting reporting and extracting procedures. 8. Extracts, analyzes and reports on data from various data sources such as SQL Server, Oracle, Geodatabase using tools such as MicroStrategy, SQL Developer, SQL Server Management Studio (SSMS), ArcGIS, MS Excel, and develops data models and data dictionaries. 9. Identifies issues with information systems data and takes initiative in working out optimal solutions with appropriate parties to improve accuracy, timeliness, connectivity and other data issues. 10. Ensures work steps/processes are documented so work can be successfully repeated when required. 11. Ensures that appropriate protections are used in handling data and appropriate authorizations are obtained for releasing data/reports. 12. Ensures that Quality Assurance (QA) best practices are maintained by performing tasks such as unit testing, user acceptance testing, code reviews, post implementation analysis and other QA activities to departmental standards. 13. Ensures that deployed data reporting and extraction solutions are sustainable by performing tasks such as change management, documenting programming changes, participating in system implementation, and writing and maintaining system documentation to departmental standards. 14. Performs other related duties as required. Qualifications: Education, Training and Experience • Graduation from a recognized degree or diploma program in Computer Science, Data Science or Geographic Information Systems (GIS) with two years’ recent related experience or an equivalent combination of education, training and experience.
