Reporting to the Chief Information Officer (CIO) the Director, Enterprise Architecture will work in collaboration with multiple stakeholders across multiple organizations and lead staff in the development of an enterprise architecture practice within IMITS. The role, while requiring strong technical knowledge, is a strategic role that requires extensive expertise in clinical business areas and understanding of the complex and broad details and issues faced by the health care business. In addition, client relationship management and stakeholder consultation skills are required for this role; the individual is expected to work effectively at all levels of the organization including executive level presentations and participate in strategic decision making. As an operational problem-solver working in an environment of complex projects with stringent budgets and timelines, the Director, Enterprise Architecture will effectively develop and communicate architectural solutions that reflect the business requirements across the various programs, agencies and clinical environments at PHSA, VCH, PHC, BCAS, OHSA, eHealth BC, as well as, other Lower Mainland Consolidation initiatives that involve key stakeholder groups across the various Health Authorities and associated organizations. Strong relationship management is required to facilitate work with all other Health Authorities and the Ministry of Health on cross-jurisdictional initiatives. In addition, a sound knowledge of Canada Health Infoway Interoperability Blueprint and BC Ministry of Health Conformance Standards and BC Provincial Privacy and Security statutes. The role includes oversight of all information security functions across IMITS initiatives and works with the Chief Privacy Officer to ensure privacy and security commitments are met. The Director, Enterprise Architecture will also have senior client stakeholder relationship skills to drive and lead discussions with senior executives in developing enterprise solutions and participate in strategic decision making.

Duties/Accountabilities:

• Proposes architectural solutions that meet the clinical and business needs of the client, which include PHSA agencies, Vancouver Coastal Health Authority and Providence Healthcare, BC Ambulance Services, Occupational Health and Safety, and the provincial eHealth program. Develops and revises the organizational architecture and ensures the integration across all lines of business.
• Develops, maintains and publishes architecture-related strategies, policies, standards, plans and guidelines. Enforces solution quality policies and procedures. Communicates the future technology trends of the agencies and its applications. Conducts research, develops business cases, and writes technical and business whitepapers.
• Leads the IMITS Architecture Review Board that coordinates the development of architecture and standards to support execution of strategic plans and supporting projects; and oversight for architectural decisions across the participating organizations.
• Leads team of architects, analysts, security experts and supporting staff required to execute the enterprise’s mandates.
• Develops approaches to making various systems work together, which involves being able to resolve information and application definition conflicts, business rules, and resources.
• Recommends new procedures and technologies and develops policies and best practices for solution deployment and change control.
• Manages budget to support the Enterprise Architecture practice and provides input to capital planning and budgeting.

Qualifications:

A level of education, training, and experience to a Bachelors and/or Masters degree in Computer Science, Engineering, Health Information Science or related field with a minimum of ten (10) year’s recent, related experience in solution and enterprise architecture in a large, complex health care setting. The ideal candidate has experience in eHealth or other health related clinical IMIT initiatives; major clinical information system vendors, system integration and health information exchange. Expertise with architecting integrated solution architectures from business, conceptual, logical, and physical levels. Strong facilitator, negotiator and with strong oral and written communications; capable of explaining complex concepts in simple and concise terms. Demonstrated experience collaborating with a variety of internal and external stakeholders. Record of publication and industry professional participation (COACH, HIMSS, CPHIMS).
Working knowledge of infrastructure tools and technologies including enterprise Windows implementation, we architecture, database administration and architecture. In-depth knowledge of Windows and UNIX operating systems, Oracle, MS SQL, DB2 database technologies, application servers, development environments and telecommunication protocols. Training and familiarity with frameworks including ITIL, PMBOK, COBIT, Zachman, TOGAF, healthcare IT standards, security standards, etc. an asset. Experience architecting solutions using industry standards such as HL7 V2.x, V3, Java, .Net, scripting languages, web tools, etc. An equivalent combination of education, training and experience will be considered. Experience in systems integration and understanding of Canada Health Infoway’s Blue print is an asset. Ministry of Health Conformance Standard experience is an asset. Recent experience writing source code, participating in code reviews, testing, validation and related software development activities is an asset. Knowledge of Agile Development and related practices such as Scrum, Test Driven Development and LEAN principles are valued. The ability to develop prototypes, trial solutions and validate technologies and tools is an asset.
