About Us

The Transformation Leadership Office supports the continuous evolution and improvement of healthcare and business services, ensuring PHSA remains at the forefront of innovation and quality. We work across PHSA and provincially on some of the most complex and most impactful challenges. We support leaders and teams to design the healthcare system of the future and then we work alongside them to deliver the change needed to realize this. Recent projects have included:

  • Supporting the delivery of BC Cancer’s 10 Year Action Plan with the goal of reducing the incidence of cancer and improving cancer survival, cure rates and quality of life.
  • Helping BC Mental Health and Substance Use Services to review current models of care at for those with substance use needs and identify opportunities to improve patient outcomes.
  • Working alongside government partners to improve access to Emergency Department care in smaller communities across the province.
  • Supporting the development of systematic and collaborative approaches to service planning within British Columbia.
  • Supporting the organization to address and eradicate Indigenous-specific racism and discrimination within our programs and settings as well as in our policies, procedures, training, recruiting and other practices.

The role of a Business Analyst is key to supporting the delivery of our strategic projects, working alongside TLO Project Managers. Our Business Analysts provide critical support to help shape and deliver our projects, conducting research and analysis that helps to identify insights and opportunities for change and facilitating the delivery of projects by supporting staff engagement, monitoring project plans and capturing impact. We are looking for candidates who are interested in healthcare policy and transformation, who are flexible to working on different topics and who are inspired by improving outcomes for patients and the people we serve. This role is expected to apply critical thinking to their work and all team members are encouraged to contribute to the evolving transformation practices we deploy. What you’ll do

  • Reporting to the Director/Manager or designate, the Business Analyst supports the strategic and operational decision-making process of the team. The Analyst is responsible for supporting corporate initiated projects, developing policies and procedures and representing the designated team on committees and other work groups. The role collaborates with various stakeholders to develop solutions for the business and provides strategic and comprehensive advisory services which assist in improving accuracy, completeness and validity of data as well as improving reporting compliance. The Analyst contributes to creating a strong team environment by fostering trust and mutual respect, and supporting open dialogue on issues that allow for the optimization of projects and strategic goals. The role also supports the organization’s efforts to continually improve on the high quality of service provided to various partners.
  • Researches, identifies, develops, and recommends best business practices for the department’s initiatives which support the broader scope of the department’s vision and strategic goals.
  • Gathers and analyzes information, anticipates and recognizes problems and opportunities, creates and evaluates alternatives, engages in continuous assessment and improvement to develop solutions, manages internal communications and makes appropriate recommendations regarding processes and planning.
  • Facilitates implementation of business process changes, assists in the development of business cases and participates in special projects as required.
  • Acts as a consultative partner by providing specialized expertise, analysis, and advice to internal and external stakeholders to support the organization’s goals and objectives efficiently and effectively.
  • Works closely with stakeholders to review and develop processes, redesign end-to-end activities (current and future state), and drive project requirements.
  • Proactively identifies opportunities for process improvement that could result in added value, operational efficiencies or cost efficiencies and resolves complex issues, and makes recommendations for new approaches to issue resolution.
  • Provides structure and order to undefined problems and/or large-scale problems, making them easier to solve, and uses systemic thinking in devising solution options.

What you bring

Qualifications

  • A level of education, training, and experience equivalent to a bachelor’s degree in business, Health Administration or a related discipline and a minimum of five (5) to seven (7) years of recent related experience, including experience in project/program management, and business case research and development, preferably in a large, multi-site healthcare environment
  • Critical thinking and analysis of issues and ability to recommend solutions.
  • Data collection, manipulation, and analysis.
  • Knowledge and experience in project management, strategic planning, and project implementation.
  • Strong verbal and written communication skills. Ability to communicate complex and technical ideas in simple language.
  • Professional reporting and presentation skills.
  • Ability to work under pressure and multi-task without supervision.
  • Demonstrated administrative, organizational, work planning skills.

  • As a strong asset for consideration, we are looking for our successful candidate to have: Knowledge of social, economic, political and historical realities of settler colonialism on Indigenous Peoples and familiarity with addressing Indigenous-specific anti-racism, anti-racism and Indigenous Cultural Safety and foundational documents and legislative commitments (The Declaration Act, the Declaration Action Plan, TRC, IPS, Remembering Keegan, etc.).

Job Type: Regular, Full-Time

Salary Range: $74,618 - $107,264 /year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
