Role Summary

In accordance with the Purpose, Vision, Values and Coast Salish Teachings, and strategic directions of PHSA, safety, including both patient and employee safety, is a priority and a responsibility shared by everyone at PHSA. As such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.

The BC Health Workday Program is a provincial initiative with seven participating BC health organizations (FHA, IHA, ISLH, NHA, PHC, PHSA and VCHA). The program began in 2023 to implement a Human Capital Management System (HCMS) software solution as part of the BC Health Human Resources Strategy to transform HR services. Designed by Workday Canada, the new provincial platform will replace existing HR and payroll systems in the health organizations with a single, unified technical system that will standardize and modernize HR and payroll services. It is a significant transformation in BC and is vital to the sustainability of BC’s health system.

Reporting to the Manager, Integrations Architecture, the Data Lead is responsible for facilitating the end-to-end data migration process for Workday implementations for the BC Health Workday program, ensuring accurate, secure, and compliant data transformation and transfer from legacy systems.  This includes leading the development of data mapping documentation, collaborating with cross-functional teams to define and validate ETL processes, and ensuring alignment with project timelines and system requirements.  The Data Lead facilitates workshops, guides data strategy, and supports post-implementation auditing and quality controls.  

In addition, the Data Lead provides technical expertise and strategic guidance to cross-functional teams on data extraction, transformation, and loading (ETL) best practices to ensure alignment with Workday architecture and compliance with data and privacy standards, while contributing analysis and recommendations in governance and leadership meetings to support decision-making related to Workday configuration, data migration, and remediation.  

Key Accountabilities

  • Plans and leads data-focused workshops, interviews, and working sessions with HR functional area leads, Business Application, and data analytics and reporting teams to confirm, refine, and document data mapping needs, transformation logic, and expectations for data quality.
  • Leads the development, validation, and documentation of data mappings by identifying source systems, data structures, and relationships; works with technical teams to define, test, and approve transformation logic needed to align legacy data with Workday requirements.
  • Works closely with business units, data teams, and subject matter experts to gather, document, and validate business data requirements. Troubleshoots and provides recommendation to align between current-state data requirements and Workday system design and standards.
  • Provides technical expertise and guidance to cross-functional teams of data architecture and integration leads, product owners, and developers on best practices for data extraction, transformation, and loading (ETL) activities, ensuring all processes comply to security, privacy, and compliance requirements.
  • Develops, maintains and manages the data migration plan to align all ETL activities with project timelines, testing phases, and tenant readiness to support data loads and final cutover in close collaboration and consultation with project and technical leaders.
  • Participates in management and governance meetings to present analysis and recommendations on Workday configuration, data migration, and remediation, supporting and informing leadership decision-making.
  • Collaborates cross-functionally with integration, reporting, security, and functional configuration teams to ensure data design and migration maintain end-to-end integrity, align with BC Health Workday structures, and comply with security, privacy, and reporting requirements.
  • Supports the establishment of data quality controls and auditing processes to detect and resolve data issues during migration and post-implementation phases. Proposes changes to the business processes and suggests additional training material to avoid future data quality issues.

Qualifications

  • A level of education, training, and experience equivalent to a Bachelor's Degree in Information Systems, Computer Science or relevant health care discipline, with a minimum of 5 years of experience in leading data architecture, management, analysis, and data migration workstreams for large scale enterprise software implementations.
  • Excellent demonstrated analytical and technical skills. 
  • Excellent written and oral communication skills.
  • Strong understanding of data migration methodologies, ETL processes, and data transformation techniques.
  • Experience in data migration strategies, tools, and techniques to ensure seamless transfer of data from legacy systems to cloud-based solutions.
  • Excellent proficiency with MS Office toolsets (Word, Excel, Visio, Project).
  • Ability to analyze data using Structured Query Language (SQL), and/or other data analysis languages and tools.
  • Excellent proficiency using project management, collaboration, and knowledge management tool to document, share and organize information.
  • Demonstrated skills organizing work and people to meet project scope and objectives.
  • Knowledge of data governance practices, business and technology issues related to management of enterprise information assets and approaches related to data protection.
  • Utilizes initiative, vision, independent thinking and creative problem-solving abilities to implement project plans and realize project completion.
  • Demonstrated ability to deal with a diverse range of internal and external partners.
  • Applies conflict management skills and expertise to come to effective resolution of issues/disputes.
  • Works independently and effectively under time pressure to meet deadlines, balance work priorities and resolve problems in a timely manner.
  • Demonstrated expertise in change management within a complex, multi-team or multi-site implementation.

$88,990 to $127,923.00
The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience and would be in alignment with the provincial compensation reference plan.
