The Provincial Health Services Authority (PHSA) plans, manages and evaluates selected specialty and province-wide health care services across BC, working with the five geographic health authorities to deliver province-wide solutions that improve the health of people living in BC. Reporting to the Vice President, People & Culture (P&C), the Executive Director, Recruitment Services is a member of the PHSA People & Culture senior leadership team (SLT) and is responsible and accountable for guiding the overall strategic leadership of recruitment, talent sourcing, training, onboarding, marketing and compensation & organizational design services within human resources at PHSA while embodying and supporting PHSA values and Coast Salish Teachings. The ED creates and implements an operations plan and management structure integrating service delivery that is accessible, responsive, effective and aligned to meet the organization’s strategic priorities. The position plays a key role in the standardization and performance monitoring of practices, policies, and procedures to ensure they are in accordance with legislative, contractual, and organizational standards and are evolving to meet the changing needs of the workforce and supportive of the future of work.
The Executive Director leads collaborative initiatives with clinical and corporate executive and senior leaders to advance strategies across PHSA to address recruitment and retention including innovative approaches to attract and retain talent in a challenging environment. This includes negotiating and coordinating action plans with conflicting requirements; and ensuring strategic goals, objectives and operational plans for the portfolio are carried out in an effective and efficient manner.
Externally, this position fosters and influences the organization’s relationships with government agencies, other Health Authorities, the Health Employers Association of British Columbia (HEABC), unions, special interest groups, and members of the public in matters related to recruitment, retention, training and redesign.
What you’ll do
- Provides strategic leadership, expertise, and guidance to the Recruitment Services portfolio, including the development of long and short-term plans for the portfolio.
- Oversees the centralized Talent Acquisition, Talent on Demand, Employer Brand & TA Marketing, and Compensation & Organization Design teams to provide expert counsel and high-quality services, and act as a strategic partner to PHSA programs.
- Provides leadership to staff through coaching, guiding and modeling key behaviours, encouraging dialogue and providing guidance and advice to facilitate resolutions to work issues. Guides team members to define shared and individual goals, meet target dates and ensure alignment of team goals with client needs. Establishes an efficient and engaged team through recruitment, development, promotion, recognition, and performance planning/management.
- Formulates, implements and evaluates goals and objectives for the portfolio and aligns them to the overall strategic direction of P&C within PHSA. Responsibilities include conducting analysis of the current situation and the future requirements of the area, developing recommendations of specific goals and objectives, and setting priorities for planning and implementing strategies in conjunction with corporate human resources partners.
- Forecasts pending recruitment and retention issues/concerns for the organization and sector and developing strategies to ensure they support the growth of PHSA.
- Ensures compensation strategy and organizational design align with healthcare regulations, talent retention goals, clinical and operational needs, and industry benchmarks to promote a resilient and patient-centred workforce.
- Promotes integration of Recruitment Services within P&C and across the organization. Ensures the approach provides consistent, qualitative and quantitative customer service through the negotiation and establishment of service level agreements.
- Contributes to the overall strategic leadership of human resources within PHSA as a key member of the P&C senior leadership team and participates in the development and implementation of human resource strategic plan as well as PHSA’s People plan. Collaborates with senior P&C staff on the policy and organizational direction, redevelopment processes, special projects and PHSA-wide initiatives.
- Develops, builds and maintains mutually beneficial working partnerships. Represents PHSA and its interests across various audiences and partner groups and collaborates and liaises with internal and external groups including regional health organizations, Health Employers Association of BC, union partners, other central agencies, provincial/national associations, and across provincial networks.
- Formally negotiates internally and externally and enters into contracts and/or letters of understanding on behalf of PHSA, and makes decisions involving complex and diverse issues.
- Develops and monitors an annual budget including monitoring budget performance, planning and adjusting operations and/or staffing to meet projections and annual targets, approving expenditures and preparing summaries for fiscal reporting.
- Develops and monitors an annual advertising budget and monitors budgets related to specific targeted recruitment programs for PHSA and delegated provincial initiatives. Provides leadership in the RFP (request for proposal) process relating to recruitment agency service providers and new or improved technology purchases.
- Identifies and evaluates new initiatives and partnership opportunities and resource requirements. Communicates information and makes recommendations to the Vice President, People and Culture for evaluation and approval. Facilitates the implementation of approved initiatives and monitors and takes remedial action as required.

Qualifications
- A level of education, training and experience equivalent to a master’s degree in health, business, human resources, or a related field supplemented by a minimum of ten (10) years of progressively more senior experience with a minimum of five (5) years at a leadership level.
- Demonstrated knowledge of the historic and ongoing impacts of settler colonialism on Indigenous Peoples in social and health contexts, including supported by significant knowledge of Indigenous-specific mandates, including clear understanding of and commitment to eradicate Indigenous-specific racism and discrimination and embed Indigenous Cultural Safety and Humility. Demonstrated knowledge of the historic and ongoing impacts of settler colonialism and systemic racism on Indigenous Peoples within social and health contexts, underpinned by significant expertise in Indigenous-specific mandates. This includes a clear understanding of and commitment to eradicating Indigenous-specific racism and discrimination. Additionally, it involves embedding Indigenous Cultural Safety and Humility, and an advanced expertise and unwavering dedication to engaging with diversity, centering equity, and advancing inclusion (DEI).
- Demonstrated knowledge and understanding of legislative obligations and provincial commitments within People and Culture contexts found in the foundational documents including Truth & Reconciliation Commission’s Calls to Action (2015), In Plain Sight (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls Calls for Justice (2019), the Declaration Act Action Plan and Remembering Keegan: A First Nations Case Study, Anti-Racism Data Act, BC Human Rights Code - and how they intersect across the health care system.

- Brings an understanding of the Indigenous specific racism and the broader systemic racism that exists in the colonial health care structure, and has demonstrated leadership in breaking down barriers and ensuring an environment of belonging and Indigenous Cultural Safety. Demonstrates action-oriented practices addressing Indigenous-specific racism and dismantling systems of oppression, as well as confronting/addressing broader issues of racism and discrimination. Exhibits strong DEI and anti-racism competencies/skills to lead by example fostering a culture of continuous learning, equity, inclusion and belonging.
- Knowledge of social, economic, political and historical realities of settler colonialism on Indigenous Peoples and familiarity with addressing Indigenous-specific anti-racism, anti-racism and Indigenous Cultural Safety and foundational documents and legislative commitments (the Declaration Act, the Declaration Action Plan, TRC, IPS, Remembering Keegan, etc.).
Skills & Knowledge
- As a strong asset for consideration, we are looking for our successful candidate to have: Knowledge of social, economic, political and historical realities impacting indigenous communities and familiarity with Indigenous Cultural Safety and anti-racism and accompanying reports (BC DRIPA,TRC, etc.).
- Comprehensive knowledge of recruitment processes and applicable legislation, relevant collective agreements and principles of union/management relationships.
- Comprehensive knowledge and understanding of related legislation and labour relations law, relevant collective agreements, principles of union/management relationships, recruitment and retention processes, change and project management theories and practices, privacy legislation and HR practices concerning confidentiality of information.
- Understanding of various reports including Truth & Reconciliation Commission’s 94 Calls to Action (2015), In Plain Sight Report (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), In Plain Sight, Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls calls for justice, and how they intersect across the health care system.

Job Type: Regular, Full-Time
Salary Range: $141,146 - $202,898. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
