Senior Business Analyst HSPnet

In accordance with the Mission, Vision and Values, and strategic directions of Provincial Health Services Authority patient safety is a priority and a responsibility shared by everyone at PHSA, and as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position. The Senior Business Analyst is responsible for providing leadership in business process reengineering concepts and methods and leads the analysis and documentation of business requirements for HSPnet. Analyzes and documents gaps between business requirements and software features and functions and assists/leads with development and maintenance of HSPnet. Provides project management and support for all phases of assigned HSPnet development and implementation projects. In addition to providing application support, provides guidance and leadership to assigned team members. This role will be engaged in multiple initiatives, and will be responsible for project planning, business requirements gathering (i.e. data, clinical workflow/business process and functional needs) and supporting the execution of system enhancement and change management.

Duties/Accountabilities:

• Provides strategic planning support and change management services by leading and performing feasibility studies, workload efficiency analyses, using formal data gathering techniques and analyzing, designing and implementing appropriate information systems. This includes identifying inefficiencies and ways of improving business efficiency functions.
• Analyzes operational problems and recommends innovative solutions by critically evaluating information gathered from multiple sources, reconciling conflicts, decomposing high-level information into details, abstracting up from low-level information to a general understanding, distinguishing user and licensee requests from the underlying true needs, and driving and challenging business assumptions.
• Facilitates consensus on issues and enhancements, including business design features, program changes, data requirements, privacy issues and reports. Prepares in-depth business and analytical reports, and evaluation processes and tools.
• Elicits business requirements by engaging users, key stakeholders and subject matter experts, and using methods such as interviews, environmental scanning, document reviews, business process descriptions, and workflow analysis.
• Develops business requirement specifications, project proposals, business cases, project summaries and other related documentation using standard templates.
• Coordinates implementation of applications, projects plans, and/or processes by acting as liaison between the business unit, technology teams and support teams, and by ensuring documentation, user testing, user training, and business process change management are in place.
• Responds to Requests for Information/Proposals.
• Performs analysis of HSPnet requirements and project management for the implementation of new enhancements to existing systems.
• Leads and participates in the analysis, development, testing, training, implementation and maintenance phases of assigned projects. Carries out post-implementation reviews and makes recommendations for improvements.
• Resolves customer service/user and training issues escalated by the HSPnet trainers and system administrators, or IMITS.
• Provides advice and direction on methods to improve performance and system administration, including training and customer support, efficiencies through the use of automated tools and revised system and practice education processes.
• Performs other related duties as assigned.

Qualifications:

A level of education, training and experience equivalent to a Bachelor's degree in Computer Science, Health Information Sciences or related discipline, plus a minimum of five (5) years recent related experience including practice education, and three (3) years in a team lead role.
Demonstrated understanding of the Systems Development Life Cycle and project management methodology. Ability to work effectively as part of a team. Demonstrated experience organizing and writing application related documentation and proposals. Excellent interpersonal, oral and written communication skills with the ability to communicate complex ideas in simple terminology. Ability to understand and clearly relate technical information and principals of operation to internal and external members of HSPnet. Superior ability in presentation, facilitation, negotiation, and issue management/escalation. Ability to facilitate and encourage cooperation between diverse operational groups and skill sets. Ability to analyze operational problems and recommend innovative solutions, demonstrating time management skills. Proven ability to plan and execute complex projects with stringent budgets and timelines.
