Role Summary
In accordance with the Purpose, Vision, Values and Coast Salish Teachings, and strategic directions of PHSA, safety, including both patient and employee safety, is a priority and a responsibility shared by everyone at PHSA. As such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.
The BC Health Workday Program is a provincial initiative with seven participating BC health organizations (FHA, IHA, ISLH, NHA, PHC, PHSA and VCHA). The program began in 2023 to implement a Human Capital Management System (HCMS) software solution as part of the BC Health Human Resources Strategy to transform HR services. Designed by Workday Canada, the new provincial platform will replace existing HR and payroll systems in the health organizations with a single, unified technical system that will standardize and modernize HR and payroll services. It is a significant transformation in BC and is vital to the sustainability of BC’s health system.
Reporting to the Manager, Transformation, the HR Transformation Specialist plays a key role in supporting the development and implementation of future-state HR service delivery models and learning pathways that enable HR teams to adopt new systems, processes, and ways of working. This role operates across two core areas: Delivery and Learning. As a Delivery Specialist, the role contributes to the design and documentation of service delivery tiers, escalation protocols, and Tier 0 (self-service) content to enhance operational efficiency and user experience. As a Learning Specialist, the role designs and deploys learning solutions that build capability and readiness across HR functions within BC’s Health Authorities.
Working collaboratively with transformation team, product teams, business analysts, and partners, the HR Transformation Specialist helps ensure that HR teams are equipped with the tools, knowledge, and support needed to successfully transition to a modern, digitally enabled HR operating model.
Key Accountabilities
Delivery Specialist
- Support the development of service delivery tiers and escalation protocols by participating in design workshops, reviewing existing workflows, and contributing to the definition of role-based responsibilities and service level agreements (SLAs).
- Collaborate with product and transformation teams to create and refine Tier 0 (self-service) content, including FAQs, knowledge articles, and digital workflows that empower end-users and reduce reliance on higher-tier support.
- Assist in documenting service delivery model, ensuring clarity and consistency across Health Authorities, and aligning outputs with transformation goals and user needs.
- Engage with cross-functional teams to validate service design decisions, incorporating feedback from Health Authority HR leadership, product, and change management.
Learning Specialist
- Design and develop HR transformation learning pathways by applying adult learning principles and aligning content with system functionality and business processes.
- Collaborate with training, change analysts, and product teams to ensure training materials reflect current and future-state workflows and system capabilities.
- Partner with training teams and product owners to coordinate the deployment of training programs, including scheduling, facilitation, and post-training evaluation to measure effectiveness and identify improvement opportunities.Support the development of blended learning solutions (e.g., eLearning modules, job aids, virtual sessions) tailored to diverse learner needs across HR functions.
General
- Participate in workshops, working groups, and feedback sessions to gather insights and contribute to the iterative design of service delivery and learning solutions.
- Maintain clear and organized documentation of processes, learning materials, and service design decisions to support transparency, governance, and sustainability.
- Collaborate with internal partners and transformation contributors to ensure alignment with project milestones, change management strategies, and readiness activities.
- Support change readiness assessments by collecting and analyzing feedback, identifying capability gaps, and contributing to communication planning and execution.
- Perform other duties as assigned, contributing to the overall success of the program and its transformation objectives.
Qualifications
- A level of education, training, and experience equivalent to a degree in Human Resources supplemented by three (3) to five (5) years of recent, related experience working in a complex healthcare environment.
- Familiarity with Workday or other enterprise HR systems, particularly in relation to learning and service delivery.
- Strong analytical and documentation skills, with experience in process mapping and content development.
- Knowledge of adult learning principles and experience designing and delivering training programs.
- Experience with change management and project management methodologies.
- Ability to organize, coordinate, and prioritize work in a dynamic, multi-partner environment.
- Demonstrated problem-solving and critical thinking skills.
- Proficiency with digital tools and platforms used for training, documentation, and collaboration.
- Strong communication and facilitation skills, with the ability to engage diverse stakeholder groups.
- Physical ability to perform the duties of the position.

The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience and would be in alignment with the provincial compensation reference plan.
